Is subatomic quest over? Stay tuned

The world should know with certainty by the middle of this year whether a subatomic particle discovered by scientists is a long-sought Higgs boson, the head of the world's largest atom smasher says.

Rolf Heuer, director of the European Organization for Nuclear Research, or CERN, said he is confident that "towards the middle of the year, we will be there." By then, he said reams of data from the $10 billion Large Hadron Collider on the Swiss-French border near Geneva should have been assessed.

The timing could also help Scottish physicist Peter Higgs win a Nobel Prize, Heuer said in an interview with The Associated Press in the Swiss resort of Davos on Saturday.

CERN's atom smasher helped scientists declare in July their discovery of a new subatomic particle that Heuer calls "very, very like" a Higgs boson, that promises a new realm of understanding the universe.

The machine, which has been creating high-energy collisions of protons to investigate dark matter, antimatter and the creation of the universe, is being put to rest early this year. The data from it, however, takes longer to analyze.

"Suppose the Higgs boson is a special snowflake. So you have to identify the snowflake, in a big snowstorm, in front of a background of snowfields," Heuer said by way of analogy. "That is very difficult. You need a tremendous amount of snowfall in order to identify the snowflakes and this is why it takes time."

He said the Standard Model of particle physics describes only 5 percent of the universe, which many theorize occurred in a massive explosion known as the Big Bang.

To explain how subatomic particles, such as electrons, protons and neutrons, were themselves formed, Higgs and others in the 1960s envisioned an energy field where particles interact with a key particle, the Higgs boson.

The idea was that other particles interact with Higgs bosons, and the more they interact, the bigger their mass will be. But a big question remains: Is this new particle a variation of the Higgs boson, or the same as the single Higgs boson that was predicted?

The phrase "God particle," coined by Nobel Prize-winning physicist Leon Lederman, is used by laymen, not physicists, more as an explanation for how the subatomic universe works than how it all started.

"Now, if there is a deviation in one of the properties of this Higgs boson, that means we open a new window, for example, hopefully into the part of the dark universe, the 95 percent of the unknown universe," said Heuer.

"If you find the deviation," he added, "that means if it is not the ? but a ? Higgs boson, then we might find a fantastic window into the dark universe so we would make another giant leap from the visible to the dark."

Great or Safe ? You Can't Be Both! | Small Business Branding

MOUSETRAPI?ve seen several cases lately where graphic designers will gather opinions on Facebook regarding logos they?re designing. I can?t help but think that reflects badly on their brand. The client is retaining them based on their professionalism in the field. I feel letting Facebook friends chose their best says plainly that these designers don?t have the confidence to know what is the best solution. A logo speaks to the face of a brand. It?s not a work of art but a communication vehicle. These designers are doing their clients a disservice.

I believe that a designer who is charge of helping to develop brand images must do so based on the brand and its promise to its marketplace. There are plenty of examples of individuals who believe it?s not a good idea to ask the public for their input. Steve Jobs of Apple was one of these. He absolutely believed he knew what people wanted. Henry Ford had a great quote: ?If I had asked them what they wanted they would have said faster horses.? I?ve always said to my clients, ?I don?t give you what you like, I give you what you need.?

More times than not crowd sourcing delivers mediocrity. The general public are more likely to choose safe over ground breaking. When you engage the efforts of a professional you put yourself in their hands. If you don?t entirely trust them, then you chose the wrong person. Put your brand into the hands of someone who can really make a difference. The last thing you want is to be is safe. Safe doesn?t stand out from the crowd. If you?re a graphic designer reading this and you enjoy crowd sourcing to make your decisions, maybe it?s time you reconsider your occupation. When you?re designing an image your client is the brand that hired you,not the public. They are there to be inspired by the truly great ones.

We should all strive to one of those.

IMF sees modest 2013 improvement for world economy

(AP) ? The International Monetary Fund is projecting a modest uptick in global economic growth for 2013. But an IMF report released Wednesday also warns that problems in the eurozone and the United States could derail momentum.

The report was an update of the fund's World Economic Outlook. It was largely consistent with the original report's estimate in October, revising global growth down slightly by a tenth of a percentage point to 3.5 percent. The IMF estimates that the world economy grew 3.2 percent in 2012.

The IMF downgraded its forecast for the eurozone, projecting a slight economic contraction for 2013. It warned that the eurozone "continues to pose a large downside risk to the global outlook."

The report was more optimistic about the U.S. It forecasts 2 percent growth for 2013.

Hi, this is Joni Eareckson Tada and welcome to "Joni and Friends."

And Joni and Friends receives a lot of letters from listeners ? some of them touching on some interesting topics. Not long ago, I received an email from Nancy, a woman who learned that she had a terminal illness with only a short time to live. Nancy had never really thought about dying much before that, but now, she found herself thinking about it every day. As a Christian, she had every confidence about her home in heaven ? it was just getting there that scared her. Would she panic? Would she lose faith at the last minute? How will she react when that frightening time finally arrives?

In a very small way, I identify with Nancy?s feelings about dying, because I once had a very close brush with death. It was on that terrible day I dove into the Chesapeake Bay, crunched my neck, then floated helplessly paralyzed, facedown in shallow water. Someone once asked me, "Didn't you panic when you were in the water? You were running out of breath ... weren't you frightened?"

?Strange as it may seem, I wasn't frightened. And the thing is, I knew that I could only hold my breath for so long (it wasn?t like I had taken a deep breath before my dive; I thought I would just dive in and quickly resurface). But, lying facedown in the water, it was clear to me that in less than a minute I would lose breath. I knew that water would then flood my lungs! But, in the few seconds that I realized what was going to happen, a deep and powerful peace prevented me from feeling overwhelmed by fear.

Many years later, I would read a verse in the Bible that helped explain that peace. Psalm 68, verse 20 says that, ?Our God is a God who saves; from the Sovereign Lord comes escape from death.? You see, when it comes to dying, our sovereign Lord is an "escape artist." What do I mean by that? Listen to this anonymous quote by a Christian brother. He says:

?All that pertains to deliverance from death, all that prepares for it, all that makes it easy to be borne, all that constitutes a rescue from its pains and horrors, all that follows death in a higher and more blessed world, all that makes death ?final,? and places us in a condition where death is no more to be dreaded ? all this belongs to God. All this is under His control. He only can enable us to bear death; He only can conduct us from a bed of death to a world where we shall never die.?

God is the one who will help Nancy on that final day. It all belongs to God. The Bible may call death the last great enemy, but even that dreadful enemy must submit to our sovereign Lord. And for me, looking back on that day when I dove into shallow water and was floating facedown ? as it turned out, my sister Kathy miraculously rescued me just before I drowned.

Only heaven will reveal the countless times we escape death every day. Psalm 18 says, "The cords of death entangled me ? In my distress I called to the Lord; I cried to my God for help." ?What?s required of us at that fateful time we step into eternity? That we cry to God for help. Flooring: How Do You Pick Between Wood and Laminate ...

Wood or laminate? It?s not Shakespeare?but that is the question many homeowners ask before tackling an indoor home improvement flooring project.

Jim Vonch, a flooring sales rep with Schilling Design Center and Lumber in Mokena, likes to ask customers a few questions before he comes up with his answer.

What area of the home are you interested in doing? What kind of lifestyle do you lead? Do you have pets? Kids?

After Vonch gathers this bit of personal information, then he offers his advice and often makes his recommendations. He starts with this: There are pros and cons to both wood and laminate flooring products.

Hardwood products will scratch and show dents. Most stained wood floors will undergo a change in color over time, albeit even a slight change in some cases. But hardwood floors can be resurfaced.

Laminate flooring does not fade from sunlight, but it can show signs of wear and tear, too. While some companies make touch-up and chip repair kits, laminates cannot be refinished. And most laminates require padding to reduce the floor?s potential for noise.

?As far as hardwood, you?ve got the warmth of the wood,? Vonch said. ?Who doesn?t like wood? It?s a beautiful thing. Everyone?s concern is, ?Will this scratch?? All wood products are going to scratch no matter how dense and how hard the product is?if it?s soft?they?re both going to scratch equally.

?Some products hide the scratches better than other products. A semi-gloss finish will help. A mate finish will help hid those scratches more. The higher the gloss, the more the scratches show. The texture, too, in the wood helps camouflage surface scratches.?

Vonch said it?s important for homeowners to arrive at a price point: How much do you want to spend on your flooring project? And ask this question, too: Are you going to do it yourself? Or hire a pro to handle the installation?

Low-end hardwood flooring sells for about $2.79 a square foot, he said. High end products sell for $12-$13 a square foot?or more. Laminate products run a similar price range gamut.

Vonch doesn?t like to focus too much on price, though.

?I usually don?t worry about price right off the bat,? he said. ?I try to kind of pre-qualify (customers) a little bit. I just don?t come out and ask. I don?t want to insult anybody when it comes to that.

?I start figuring it out. If I shoot them a price and show them a product?that just comes from, ?How long are you going to be in your home?? Do you plan on being there a while?? I start figuring out things through questions like that.

?If you?re not going to be there a while, yeah, you want something that?s going to be nice. Maybe in three years when you sell it, it will still look really nice. But you don?t spend a lot of money and you can get a really nice looking floor.?

NTSB rules out excess battery voltage in Boston 787 incident

TOKYO (Reuters) - The U.S. National Transportation Safety Board ruled out on Sunday excess voltage as the cause of a battery fire on the Boeing Co 787 Dreamliner jet operated by Japan Airlines Co (JAL) at Boston airport this month.

Last week, governments across the world grounded the Dreamliner while Boeing halted deliveries after a problem with a lithium-ion battery on a second 787 plane, flown by All Nippon Airways Co (ANA), forced the aircraft to make an emergency landing in western Japan.

"Examination of the flight recorder data from the JAL B-787 airplane indicates that the APU (auxiliary power unit) battery did not exceed its designed voltage of 32 volts," the NTSB said in a statement forwarded by a Boeing Japan representative.

On Friday, a Japanese safety official told reporters that excessive electricity might have overheated the battery in the ANA-owned Dreamliner which was forced to make the emergency landing at Japan's Takamatsu airport last week.

U.S. investigators have examined the lithium-ion battery that powered the APU, where the battery fire started in the JAL plane, as well as several other components removed from the airplane, including wire bundles and battery management circuit boards, the NTSB statement said.

Japan Transport Safety Board said it was aware of the NTSB report and would take the U.S. statement into consideration in its probe.

"There's nothing more I can add at this point as we still haven't started our investigation into the battery here," JTSB inspector Hideyo Kosugi told Reuters.

"The NTSB's investigation started earlier. We still haven't taken X-rays or CT-scans of the battery. In our case, both the battery and the surrounding systems are still stored in (Tokyo's) Haneda (Airport) as the third party organization where the Japanese investigation would take place still has not been chosen."

On Tuesday, the U.S. investigating group will convene in Arizona to test and examine the battery charger and download non-volatile memory from the APU controller, the NTSB added.

Japan's GS Yuasa Corp makes batteries for the Dreamliner, while France's Thales produces the control systems for the battery.

Boeing said on Friday it would continue building the carbon-composite 787, but deliveries were on hold until the U.S. Federal Aviation Administration approved and implemented a plan to ensure the safety of potentially flammable lithium-ion batteries.

In Washington, the top U.S. transportation official Ray LaHood said the 787, which has a list price of $207 million, would not fly until regulators were "1,000 percent sure" it was safe.

Japan is the biggest market so far for the 787, with ANA and JAL operating 24 of the 290-seat wide-bodied planes. Boeing has orders for almost 850 of the planes.

Anger, violent thoughts: Too sick to own a gun?

If there?s one thing Republicans and Democrats can agree on, it?s that mentally ill people should not have access to firearms.

But as lawmakers rush to restrict that access in the wake of recent mass shootings, mental health experts warn of unintended consequences: from gun owners avoiding mental health treatment to therapists feeling compelled to report every patient who expresses a violent thought.

?Many patients express some idea of harm to other people, everything from, ?I wish I could rip my boss limb from limb,? to, ?I have a gun and want to blow that guy away,?? said Paul Applebaum, director of the Division of Law, Ethics, and Psychiatry at Columbia University.

Therapists usually interpret this sort of talk as part of the treatment process, experts say. But under a new law in New York, one of the strongest to be passed to date, therapists may feel compelled to report every instance of violent talk, lest they face legal consequences if something happens. And some say ordinary patients may wind up suffering the most.

?There?s one group of people who are gun owners who may reasonably or unreasonably think, ?I?m not going anywhere near a mental health person, because if they misinterpret something I say as an indication I?m going to hurt myself or someone else, they?re going to report me and take away my guns,?? Applebaum said.

Several polls conducted since the shooting in Newtown, Conn., have found widespread support for new legislation that would restrict the possession of firearms by the mentally ill, as well as for increased government spending on mental health.

Federal law already bars the sale or transfer of firearms to a person who is known or thought to have been ?adjudicated as a mental defective.? In addition, at least 44 states currently have their own laws regulating possession of firearm by mentally ill individuals, according to the National Conference of State Legislatures. But not enough states report their mental health data to the federal government, rendering the federal law largely toothless.

'Not taking any chances'
New York?s expanded gun law signed by Cuomo on January 15 goes further than most state laws in that it requires mental health professionals to report any person considered ?likely to engage in conduct that would result in serious harm to self or others? to local health officials. Those officials would be authorized to report that person to law enforcement, which could seize the person?s firearms.

Previously, New York judges could compel seriously mentally ill people thought to be dangerous to receive involuntary outpatient treatment.

?I see it very frequently,? Steven Dubovsky, a professor of psychiatry at the University of Buffalo, said of patients expressing violent fantasies. ?You see people who struggle with anger or have violent thoughts, and if I thought they were going to act on it right away, I would stop them.?

?Now if you?re mistaken, you?re wrong about this, and you don?t report it, you could face criminal sanctions. I?m not taking any chances at that point,? Dubovsky said. That could encourage therapists to over-report, he said.

Rep. Rob Barber, who was critically wounded alongside Rep. Gabby Giffords, talks about his task force to provide advice on mental health issues to prevent gun-related violence.

There have been cases where better enforcement of laws already on the books might have helped avoid bloodshed, said Richard J. Bonnie, a professor at University of Virginia?s law school. Bonnie headed a state commission on mental health law in the wake of the mass shooting at Virginia Tech.

Shooter Seung-Hui Cho, who killed 32 people and then himself at the university in 2007, should have been adjudicated as mentally defective following a special justice?s order issued two years before the shooting, Bonnie said. Such a designation, properly reported, would have disqualified him from owning a gun under existing federal law.

But that message never got passed on to the feds or Virginia Tech, Bonnie said.

Shoring up the flaws in mental health reporting to the National Instant Criminal Background Check System ? something Obama addressed in his proposals ? would help prevent future mistakes, Bonnie said. Obama also called for background checks to be required on all firearm purchases ? currently only 7 states account for 98 percent of the names prohibited for reasons of mental illness in the NICS database, according to Mayors Against Illegal Guns.

According to DJ Jaffe, executive director of the Mental Illness Policy Org, which advocates on behalf of the seriously mentally ill, all the talk of mental health and gun violence obscures a bigger issue ? a nationwide struggle with how to care for the mentally ill.

?Most of the things they?re discussing are totally irrelevant to helping people with serious mental illness,? Jaffe said. ?No one wants responsibility for the seriously mentally ill.?

(AP) ? Two days before national elections, Israel's prime minister on Sunday shrugged off international criticism of Israeli settlement construction, charging instead that Iran's suspect nuclear program the real threat to regional security.

Speaking to his Cabinet, Benjamin Netanyahu said he had told a group of visiting U.S. senators over the weekend that "the problem is not building ... The problem in the Middle East is Iran's attempt to build nuclear weapons ... This was, and remains, the main mission facing not only myself and Israel, but the entire world."

Israel, the U.S. and much of the international community believe Iran may decide to produce nuclear weapons, a charge Tehran denies.

Netanyahu, who has repeatedly spoken of the Iranian nuclear program throughout his four year-term and long before, has claimed credit for helping put the issue on the international agenda.

The international community has slapped tough economic sanctions on Iran, also urging Tehran to open its program to international inspectors. While the sanctions have hit Iran hard, its government has refused to cooperate with inspectors or halt its enrichment of uranium. Enrichment is a key step toward developing a nuclear bomb, though it has other purposes as well.

Netanyahu has welcomed the international pressure on Iran, but he has also repeatedly indicated Israeli might attack Iran, alone if necessary, if he concludes that diplomacy has failed. Netanyahu has warned that 2013 will be a critical year in determining whether Iran reaches weapons capability or not.

The final opinion polls ahead of Tuesday's vote have all predicted Netanyahu's hard-line bloc maintaining a solid lead over center-left opponents.

The Dahaf agency, for example, predicted Netanyahu and his hard-line and religious allies would capture 63 seats in the 120-seat parliament. As the largest member of the block, Netanyahu's Likud-Yisrael Beitenu list would be the senior member of the coalition, and Netanyahu would serve another term as prime minister. The survey interviewed 1,000 people and had a margin of error of 3.2 percentage points.

A new hard-line government would likely mean continued deadlock in peace efforts with the Palestinians and further confrontation with President Barack Obama.

Netanyahu has drawn fierce criticism from the U.S. and other allies for building housing for Jewish settlers in the West Bank and east Jerusalem, lands claimed by the Palestinians for a future state. The Palestinians have refused to negotiate while Israel continues to build in the settlements.

In his comments Sunday, Netanyahu signaled that the settlement construction will continue. He also praised the legacy of Ron Nachman, the longtime mayor of the Ariel settlement, who died Friday. Ariel, with nearly 20,000 residents located deep inside the West Bank, is considered a major obstacle to the establishment of a future Palestinian state.

"Today we part from our dear friend who managed to build Ariel into a city of culture, with a university. I regret that he did not have additional years in which to enjoy the fruit of his labors," Netanyahu said. His government recently approved upgrading a college in Ariel to university status.

Emergency landing grounds Boeing 787 jets in Japan

TOKYO (AP) ? Japan's two biggest airlines grounded all their Boeing 787 aircraft for safety checks Wednesday after one was forced to make an emergency landing in the latest blow for the new jet.

All Nippon Airways said a cockpit message showed battery problems and a burning smell were detected in the cockpit and the cabin, forcing the 787 on a domestic flight to land at Takamatsu airport in western Japan.

The 787, known as the Dreamliner, is Boeing's newest and most technologically advanced jet, and the company is counting heavily on its success. Since its launch, which came after delays of more than three years, the plane has been plagued by a series of problems including a battery fire and fuel leaks. Japan's ANA and Japan Airlines are major customers for the jet and among the first to fly it.

Japan's transport ministry said it got notices from ANA, which operates 17 of the jets, and Japan Airlines which has seven, that all their 787s would not be flying. The grounding was done voluntarily by the airlines.

The earliest manufactured jets of any new aircraft usually have problems and airlines run higher risks in flying them first, said Brendan Sobie, Singapore-based chief analyst at CAPA-Center for Aviation. Since about half the 787 fleet is in Japan, more problems are cropping up there.

"There are always teething problems with new aircraft and airlines often are reluctant to be the launch customer of any new airplanes," Sobie said. "We saw it with other airplane types, like the A380 but the issues with the A380 were different," he said.

Japan's transport ministry categorized Wednesday's problem as a "serious incident" that could have led to an accident, and sent officials for further checks to Takamatsu airport. The airport was closed.

ANA executives apologized, bowing deeply at a hastily called news conference in Tokyo.

"We are very sorry to have caused passengers and their family members so much concern," said ANA Senior Executive Vice President Osamu Shinobe.

One male in his 60s was taken to the hospital for minor hip injuries after going down the emergency slides at the airport, the fire department said. The other 128 passengers and eight crew members of the ANA domestic flight were uninjured, according to ANA.

The grounding in Japan was the first for the 787, whose problems had been brushed off by Boeing as teething pains for a new aircraft. The transport ministry had already started a separate inspection Monday on another 787 jet, operated by Japan Airlines, which had leaked fuel at Tokyo's Narita airport after flying back from Boston, where it had also leaked fuel.

A fire ignited Jan. 7 in the battery pack of an auxiliary power unit of a Japan Airlines 787 empty of passengers as the plane sat on the tarmac at Boston's Logan International Airport. It took firefighters 40 minutes to put out the blaze.

ANA cancelled a domestic flight to Tokyo on Jan. 9 after a computer wrongly indicated there was a problem with the Boeing 787's brakes. Two days later, the carrier reported two new cases of problems with the aircraft ? a minor fuel leak and a cracked windscreen in a 787 cockpit.

The 787 relies more than any other modern airliner on electrical signals to help power nearly everything the plane does. It's also the first Boeing plane to use rechargeable lithium ion batteries, which charge faster and can be molded to space-saving shapes compared to other airplane batteries. The plane is made with lightweight composite materials instead of aluminum.

The U.S. Federal Aviation Administration said in a statement that it is "monitoring a preliminary report of an incident in Japan earlier today involving a Boeing 787."

It said the incident will be included in the comprehensive review the FAA began last week of the 787 critical systems, including design, manufacture and assembly. U.S. government officials have been quick to say that the plane is safe. Nearly 50 of them are in the skies now.

GS Yuasa Corp., the Japanese company that supplies all the lithium ion batteries for the 787, had no comment as the investigation was still ongoing.

In Tokyo, the transport minister, Akihiro Ota, said authorities were taking the incidents seriously.

"These problems must be fully investigated," he said.

Boeing has said that various technical problems are to be expected in the early days of any aircraft model.

"Boeing is aware of the diversion of a 787 operated by ANA to Takamatsu in western Japan. We will be working with our customer and the appropriate regulatory agencies," Boeing spokesman Marc Birtel said.

The U.S. National Transportation Safety Board is aware of Wednesday's emergency landing in Japan and is gathering information on the incident, Kelly Nantel, a spokeswoman for the board, said.

In Wednesday's incident, a cockpit instrument showed a problem with the 787's battery and the pilot noticed an unusual smell, the airline said. The flight requested and was granted permission to make an emergency landing at Takamatsu airport.

Aviation safety expert John Goglia, a former National Transportation Safety Board member, said the ANA pilot made the right choice.

"They were being very prudent in making the emergency landing even though there's been no information released so far that indicates any of these issues are related," he said.

But much remains uncertain about the problems being experienced by the 787, said Masaharu Hirokane, analyst at Nomura Securities Co. in Tokyo.

The problems could turn out to be relatively easy to fix, or it could be major, and the situation was still unclear, including how long the improvements would take, he said.

"You need to ensure safety 100 percent, and then you also have to get people to feel that the jet is 100 percent safe," said Hirokane.

Oil down slightly; traders await US reports

(AP) ? The price of oil is staying right where it's been most of the year ? in the vicinity of $93 per barrel.

Benchmark oil fell 11 cents to $93.45 per barrel in midday trading in New York. Last week oil rose just 50 cents.

After rising more than 1 percent on Jan. 2 following a deal in Washington to extend tax cuts for most Americans and postpone drastic spending cuts, oil has had few catalysts to move in any direction. Economic news has been mixed and global supplies appear to be ample, with no major disruptions to production in oil-producing nations.

Traders will see some fresh reports this week on the U.S. economy. Jim Ritterbusch, president of energy consultancy Ritterbusch and Associates, wrote in a note to clients that oil could move higher this week if data on U.S. industrial production, housing starts and other indicators show the economy is getting stronger.

With oil prices in a holding pattern, U.S. drivers can reliably gauge their costs at the pump. The national average is about $3.30 a gallon, up just a penny since Jan. 1.

Brent crude, used to price international varieties of oil, was up 37 cents to $111.01 per barrel on the ICE Futures exchange in London.

In other energy futures trading on the Nymex:

? Wholesale gasoline was unchanged at $2.74 a gallon.

? Heating oil rose 3 cents to $3.04 a gallon.

? Natural gas rose 5 cents to $3.39 per 1,000 cubic feet, continuing a rally from late last week.

CANBERRA ? Raging wildfires destroyed dozens of homes and licked at Australia's leading optical space observatory on Monday, officials said, but spared giant telescopes that have mapped far-away galaxies and discovered new planets.

Less fortunate were a father and son who police arrested after a fire was lit deliberately to destroy illegal drug laboratories they were alleged to be running in dense bushland. Police were closing in on the drug labs when the fire was lit.


More than 140 fires are burning across vast areas in the north and west of New South Wales, Australia's most populated state, and in the island state of Tasmania despite cooler weather giving firefighters some respite.

A searing heat wave had fueled the fires over the past week. Only one person, an elderly firefighter working alone in Tasmania, has died so far in the fires.

The biggest blaze, with a perimeter of 60 miles, destroyed around 100,000 acres of bush-land and 28 homes around the Warrambungle National Park in New South Wales.

A grandfather in Tasmania recounts how he saved his five grandchildren by taking sheltering under a jetty in the sea for three hours as wildfires raged around them. ITV's Paul Davies reports.

That fire also forced the evacuation of the Siding Springs Observatory, which houses 15 major telescopes.

Cameras inside the mountain-top observatory showed large flames and thick smoke sweeping over it. There appeared to be little damage to telescopes and dishes but scientists have been unable to visit the site yet to assess any damage.

"We do not yet know what impact the extreme heat of the ash might have on the telescopes themselves," said Erik Lithander, acting vice chancellor of the Australian National University, which operates the observatory.

The fire damaged five buildings at the observatory, including accommodation for visiting astronomers, but Lithander said scientists were confident the telescopes would still work.

Siding Springs is home to the 13-ft Anglo-Australian Telescope, which has surveyed 200,000 galaxies and was instrumental in confirming the existence of dark energy.

That discovery led to Australian Brian Schmidt sharing the 2011 Nobel Prize for physics.

The observatory has also helped find more than 30 new planets over the past decade and is being used to map the southern sky.

In Sydney, police arrested two men late on Sunday over a fire that broke out in the Blue Mountains National Park west of the city last week. The fire destroyed more than 50 hectares of bushland in the Blue Mountains, a popular tourist destination.

Police said they had been aware of the illegal, outdoor drug labs but were forced to postpone a raid due to the extreme fire danger in the area last week.

"The two sites ... were only accessible by foot and required police to trek through tick, leech and snake-infested scrubland to reach them," New South Wales police said in a statement on Monday.

Police said a father and son had been charged with "the large commercial manufacture of a prohibited drug" and contaminating a water catchment area. The younger man was also charged with lighting the fire.

When Goldman's new CFO talks, insiders listen

(Reuters) - In 2004, Harvey Schwartz, who was then head of the financing business at Goldman Sachs Group Inc's investment bank, came up with a new way for the bank to make money from a seemingly mundane activity: helping companies buy back their shares.

He created a product that could save companies money by getting them improved pricing on buybacks while generating fees and trading profits for the bank. To build what became a multibillion-dollar market, Schwartz had to convince dozens of skeptical Goldman sales people, derivatives traders, corporate finance specialists and lawyers that they could make buybacks more enticing, said Martin Chavez, a Goldman quantitative analyst who worked with Schwartz.

"He said, 'I know the details are going to be immensely complicated, and it's going to seem impossible. But there is a solution here. We're all going to work until we figure it out,'" Chavez recalled Schwartz as saying. "And when Harvey says that, people listen."

At the end of this month, Schwartz will need many more to listen when he takes over as Goldman's chief financial officer from David Viniar, the firm's long-time finance chief who is seen by insiders, analysts and investors as a tough act to follow. Viniar, 57, will remain a Goldman director.

How Schwartz, 48, who has so far worked in relative anonymity as co-head of the firm's securities and trading unit, fills those shoes could have far-reaching impact on Goldman's outlook and even its culture. After 15 years of selling products to clients and inventing ways to generate revenue for the firm, Schwartz will now be responsible for reining in risk-takers and worrying about costs.

About half of Goldman's 32,600 employees will report to Schwartz, including staff in finance, accounting, legal and technology. As CFO, he will have a vast and diverse portfolio, overseeing everything from the bank's $949 billion balance sheet to risk-management and Goldman's relations with analysts, investors and regulators.

NITTY-GRITTY

Schwartz declined to comment for this article. But interviews with Goldman executives who know the incoming CFO give insights into why the bank picked him for the job and what he may do with it.

In many respects Schwartz is like Viniar, the executives said. Schwartz is a capable risk-manager who is expected to maintain Viniar's cautious stance on risk-taking.

They said Schwartz understands the nitty-gritty of complex finance and is also able to speak in plain English in front of investors and clients. He already commands respect within the firm and is beginning to build a following outside, having met with investors and analysts dozens of times over the past year, they said.

But Schwartz has never overseen as much money or risk as he will as CFO. He also faces a very different set of challenges than his predecessor did when he came into the job in 1999: The financial crisis is behind Goldman, but the firm must now navigate an environment that is less conducive to risk-taking and deal with much more onerous regulation.

One of his immediate tests will be figuring out how Goldman offsets the cost of maintaining a $176 billion pool of extra cash and assets. That pool of liquidity enables the firm to meet regulatory requirements and cushions it against a new crisis, but it is also costly and drags on earnings.

Schwartz could try to cut costs or change how capital is allocated to various units to increase revenue, analysts said.

"CFOs of financial firms are under significant pressures to improve efficiency and at the same time respond to regulatory changes and meet heightened compliance requirements," said Darrell Duffie, a Stanford University finance professor who dissects, with his students, Goldman's regulatory filings in a "Debt Markets" class. "Managing all of this is an enormous task for CFOs, particularly of banks like Goldman."

The next clues to how Schwartz will approach the job may come when he makes his first public appearance as CFO on February 12 at a Credit Suisse conference in Miami. Viniar will host his final conference call with analysts as CFO when Goldman reports its earnings this week.

A DIVERSE ROLE

Viniar - who took over as CFO the same year that Goldman went public - saw the job gain importance during the financial crisis of 2008 as risk management and liquidity became key to the bank's survival.

The CFO at Goldman has seven main responsibilities, the top one being risk-management. The finance chief also oversees the bank's dealings with external constituencies, like investors, analysts, ratings agencies and regulators, bank insiders said.

Other responsibilities include managing Goldman's balance sheet and liquidity pool, signing off on financial statements, developing corporate strategy in consultation with Chief Executive Lloyd Blankfein and Chief Operating Officer Gary Cohn, handling expenses, including compensation, and communicating with the board of directors, the insiders said.

In those diverse roles, the CFO has to work with all kinds of people in a range of professions, from accountants and risk-managers to regulators and risk-takers.

Schwartz, a graduate of Rutgers University and Columbia Business School, got his start at the firm in 1997 when he joined the commodities broker J. Aron & Co. The Goldman unit was also the launch pad for several other senior Goldman executives, including Blankfein and Cohn.

A New Jersey native from Morristown, Schwartz now lives with his long-time partner Annie Hubbard in a posh condo building about a mile from Goldman's headquarters in Lower Manhattan.

Goldman insiders said Schwartz, who is 6-foot-4 and holds a black belt in karate, has shown both the disposition and the ability to handle the CFO's many responsibilities.

"He's a bear of a man, but he's gentle in his presentation," said John Rogers, Goldman's chief of staff and secretary to the board.

BRIDGING THE GAP

Schwartz has outlined a three-pronged approach as Goldman's response to new financial regulations, which are a source of much consternation for big banks, said Rogers, who also co-chairs an internal regulatory committee with Schwartz.

Schwartz's approach: Be sympathetic to regulators, who are overwhelmed by the enormity of their rulemaking task; keep in mind the objectives of global regulatory reform; portray yourself to regulators as a helpful educator and never overreact, Rogers said.

Chavez, the Goldman quantitative analyst, said Schwartz excels at being persuasive. Chavez, who holds a doctorate from Stanford University in medical information sciences, had left Goldman several years earlier to start his own business when Schwartz approached him in 2004 for the accelerated buyback project.

The two met at Delmonico's, a Wall Street steakhouse, where Schwartz made his case to a reluctant Chavez.

"I was very skeptical. I thought, what does that have to do with what I'm good at?" Chavez recalled. But "he got me excited about the things that we could do within the financing business."

Former Goldman co-President Jon Winkelried, who was Schwartz's boss in 2004, said Schwartz could get people across the bank to work with him.

"We needed people who were very product literate, very product savvy, who could package products appropriately, explain them and put them in perspective for the investment bankers. Harvey was very effective at bridging that gap," Winkelried said.

Using the accelerated buyback product, clients could lock in prices to quickly repurchase their shares at a discount, while the bank used side bets to earn money for itself on volatility in the client's share price. By 2008, the product had become a $131 billion market that Goldman led, according to research by University of Pittsburgh professors.

HUNKERED DOWN

A big task facing Schwartz in the coming months is one that every major bank is grappling with: how to improve profitability while managing risk and meeting regulatory demands for large, costly capital and liquidity buffers.

Viniar increased Goldman's stockpile of extra cash and U.S. and European government debt to $176 billion as of the 2012 third quarter, from $111 billion in the 2008 fourth quarter. He extended the average length of borrowings under a type of secured short-term funding called repurchase agreements to 150 days on average from 100 days. He also started parking more money at the U.S. Federal Reserve instead of at other banks.

While those moves made the bank safer, especially in the aftermath of the financial crisis, the cost associated with managing added capital and liquidity hurts Goldman's profits.

In the third quarter, the firm reported a return on equity - a measure of the profit a bank generates from its balance sheet - of 8.6 percent. That compares with returns of more than 30 percent pre-crisis.

As CFO, Schwartz must find the balance between meeting regulatory demands and positioning Goldman for the future.

He can encourage colleagues to come up with new products like the accelerated share repurchase product to increase revenues in the new regulatory environment, analysts said. He may also look to cut expenses, such as by reducing jobs ? but not so much that the firm can't take advantage if the stock and bond markets improve with the economy in the coming months.

"It's a huge job," said Howard Chen, a Credit Suisse analyst. "Goldman is just sitting there hunkered down and weathering the storm. That's tough because they need to earn adequate returns for shareholders."

Grants and loans and scholarships, oh my! With so many options to fund your college education, it?s easy to see how one might get confused. Here?s a basic breakdown of the most common forms of financial aid as defined by FinAid.org:

Scholarships: Scholarships are forms of aid that help students pay for their education. Unlike student loans, scholarships do not have to be repaid. Generally, scholarships are reserved for students with special qualifications, such as academic, athletic, or artistic talent. Awards are also available for students who are interested in particular fields of study, who are members of underrepresented groups, who live in certain areas of the country, or who demonstrate financial need.

Grants: Grants are a form of financial aid, based on need, which you do not have to repay. Most commonly, grants are awarded by the federal government and based on the responses provided on your FAFSA form.

Loans: An education loan is a form of financial aid that must be repaid, with interest. Education loans come in three major categories: student loans (e.g., Stafford and Perkins loans), parent loans (e.g., PLUS loans) and private student loans (also called alternative student loans). More than $100 billion in federal education loans and $10 billion in private student loans are borrowed each year. In order to qualify for student loans, you must complete the FAFSA form.
