CVR Wynnewood, Oklahoma refinery boiler blast kills worker

HOUSTON (Reuters) - One worker was killed in a boiler explosion on Friday at CVR Energy Inc.'s 70,000 barrel per day (bpd) Wynnewood, Oklahoma, refinery, a company spokeswoman said in a statement.

Another refinery employee was taken to an Oklahoma City hospital, according to Garvin County Sheriff Larry Rhodes.

There was no fire following the blast, which occurred at about 6:20 p.m. local time (1120 GMT) because the refinery was shut down for a 40-day overhaul, Rhodes said.

"There was no threat to Wynnewood or the surrounding communities," Rhodes said.

Neither the company nor Rhodes gave details about the injuries employees sustained in the blast.

Boilers are required at a refinery to generate steam for electrical power production, and for use in the crude oil refining process.

"All other employees are accounted for at this time," said CVR spokeswoman Angie Dasbach. "Company officials are assessing the situation and will provide updates as information becomes available."

CVR acquired the Wynnewood refinery when it purchased Gary-Williams Energy Corp for $525 million in December.

Wynnewood is located 67 miles south of the state capital of Oklahoma City.

Ex-finance minister to challenge Merkel in 2013

BERLIN (AP) ? Germany's main opposition party is set to nominate former Finance Minister Peer Steinbrueck, who helped pilot the country through the 2008-9 financial crisis, as Chancellor Angela Merkel's challenger in elections next year.

Officials with the center-left Social Democrats wouldn't immediately confirm reports Friday in several German media outlets that the leadership had decided on Steinbrueck, 65. But the party scheduled an afternoon news conference and former Cabinet colleague Brigitte Zypries wrote on Facebook: "it's true, it's going to be him."

The choice of Steinbrueck ? one of three candidates who has been discussed for months as criticism mounted of the party's failure to settle on a challenger ? kicks off in earnest the race for the chancellery in parliamentary elections expected this time next year.

Steinbrueck earlier this week presented a plan for "taming financial markets," flagging that as a prominent issue in the party's campaign.

But polls suggest that, while Steinbrueck is relatively well-placed to attract swing voters, the Social Democrats face an uphill struggle to unseat the popular Merkel, 58, Germany's leader since 2005.

The party consistently trails her conservative Christian Democrats, and surveys show no majority for their hoped-for coalition with the Green party.

They're keen to avoid ending up as Merkel's junior partner in another "grand coalition" of right and left, the combination in which Steinbrueck served as finance minister from 2005 to 2009.

A significant source of Merkel's popularity is her handling of the eurozone debt crisis, and that's been making it hard for the Social Democrats to land blows on her. They and the Greens have criticized Merkel for what they decry as a too-little, too-late response ? before invariably supporting her plans in Parliament.

Steinbrueck has a reputation for plain speaking, which hasn't always made him popular with fellow Social Democrats. As a minister, he once remarked of his party that "we're coming over to people as crybabies" in the face of Merkel's popularity.

In 2009, he called for governments to use "the whip" against neighboring Switzerland in the fight against tax evasion and said the Alpine nation faced the threat of the "cavalry."

His successor, Wolfgang Schaeuble, has taken a more diplomatic approach, negotiating a deal with Switzerland. But with the election in sight, the Social Democrats have vowed not to let it through Parliament's upper house, where Merkel's coalition lacks a majority.

My thoughts on Dolemite 2 the Human Tornado (1976)

Dolemite 2: The Human Tornado is pure insanity driven fun. It has the same appeal as the 1966 Batman movie where everything is so outrageous and zany the film creates a world of it's own. A world with absolutely no common sense,? logic, or even political correctness but it's strangely very fun to watch.

Rudy Ray Moore keeps the film very interesting with his charismatic performance as Dolemite, a criminal, comedian, martial arts expert who mostly speaks in rhymes. If you're in the mood for something bizarre and campy definitely check out The Human Tornado.

'Sons of Anarchy' actor Johnny Lewis found dead

A young actor best known for a role on the hit motorcycle club series "Sons of Anarchy" has been found dead outside a Los Angeles home along with an elderly woman.

The L.A. coroner's office has identified the male found by police outside a home in the Los Feliz neighborhood on Wednesday as Jonathan Kendrick Lewis, 28, also known as Johnny Lewis. Officers responding to a report of a screaming woman came upon Lewis' body outside of the home on the driveway, while the body of the woman who was in her 70s was found inside the residence.

"He appeared to have died from some type of fall, either from the stairway, or from the balcony, or from one of the roofs," LAPD Commander Andrew Smith told ABC News affiliate KABC.

"The best we're piecing together now is that it appears that some type of altercation occurred inside of the house resulting in the death of the woman. Then this individual ran outside, had an altercation with a couple of neighbors, ran back into the house and by the time we got here, he had fallen or had somehow died on the driveway," said Smith.

Lewis is considered a suspect in the homicide investigation, KABC reported. A neighbor and a handyman were badly beaten in a confrontation they had with the suspect.

The cause of death of the woman, who was in her 70s, has not yet been released, but Smith said that she had suffered major trauma. Smith said that though it is possible that Lewis was renting one of the rooms in the residence, police are still unsure, calling it "very preliminary."

Greg Sarian, a neighbor of the residence owned by the woman, said that she rented out rooms to boarders. He said that he became alarmed when he heard screams Wednesday morning.

"'Help, help,' from both sides, man and woman," Sarian said. "I was praying to God. 'God,' I said, 'Clean up this mess here, because this is evil place.' Evil place. All kind of people, by the way, coming, different people, coming, going couple of days, disappearing, coming, other people."

Lewis, who began acting in his teenage years, worked steadily in television in roles on "Boston Public," "American Dreams" and "The O.C." His career picked up steam when he landed the role of Kip 'Half Sack' Epps on two seasons of "Sons of Anarchy" and appeared alongside Dakota Fanning and Kristen Stewart in "The Runaways" in 2010.

(AP) ? Republican White House hopeful Mitt Romney is unlikely to win Bill Clinton's vote, but that doesn't mean he can't soak up a bit of the popular former president's luster.

The two men stood side by side Tuesday as Clinton introduced Romney before the GOP candidate's speech to Clinton's annual global conference in New York. Clinton recalled working with Romney to save AmeriCorps, and praised the former Massachusetts governor's efforts to persuade fellow Republicans to support the national service program.

Romney, taking the podium, returned the compliment.

"If there's one thing we've learned in this election season, by the way, it is that a few words from Bill Clinton can do a man a lot of good," he said, prompting loud laughter and applause from the crowd.

It was a clear nod to Clinton's speech praising President Barack Obama at the Democratic National Convention in Charlotte, N.C., earlier this month, and the slight uptick in the polls that Obama enjoyed soon after.

"All I got to do now is wait a few days for that bounce to happen," Romney quipped.

Such moments of bipartisan levity have been rare in a campaign marked by harsh accusations, heavy-handed rhetoric and relentless attack ads between the presidential campaigns and the outside groups that support them.

Obama's campaign currently is running one such ad against Romney that uses a clip of Clinton's convention speech where the former president says Romney wants to "take us back to the policies that got us into trouble in the first place."

But any resentment was noticeably absent Tuesday as Clinton and Romney appeared chummy, patting each other on the shoulder and chatting onstage after Romney's speech.

"That was good," Clinton told the man hoping to dislodge Clinton's party from the White House.

Before the speech, Romney spoke backstage with Clinton and Clinton's daughter, Chelsea, said Romney spokesman Rick Gorka. He declined to say what they discussed.

Clinton has an outsized influence on the presidential election more than a decade after he left office. Both Obama and Romney have pointed to Clinton's economic leadership as an example for the nation, citing prosperity and a federal budget that was balanced under his leadership.

Clinton is using the full weight of those credentials to boost Obama's bid. In his convention speech, he systematically rebutted Romney's attacks on Obama, accusing the Republican of pushing an economic plan that doesn't add up.

The Obama-Clinton political alliance was back on display a few hours later when the two Democrats shared a handshake and a hug on the same stage where Romney had spoken earlier in the day.

Normal protocol, Clinton said, would require him to simply introduce the president and then be quiet.

"I just want to make one comment. I'm going to finish that speech I started in Charlotte," he said, poking fun at himself over a sermon that at times seemed like it might never end.

Obama, before beginning a wrenching speech about human trafficking, thanked Clinton for the warm introduction.

"Although I have to admit," Obama joked, "I really did like the speech a few weeks ago a little bit better."

Restaurants oppose $7.2 billion credit-card fee settlement

NEW YORK (Reuters) - The National Restaurant Association said Tuesday it is joining the opposition to a proposed $7.2 billion settlement between some retailers and Visa Inc and MasterCard Inc over fees for credit card transactions.

The NRA, which represents the $600 billion U.S. restaurant industry, is the last of six trade groups leading the case to weigh in on the potentially historic settlement.

The trade group's chief concern is that the settlement would prohibit all merchants that use Visa and MasterCard - whether they decide to opt in or opt out of the settlement - from filing future lawsuits over interchange issues.

"There is strong concern that the proposed settlement agreement will not achieve the litigation's most critical goal - to fundamentally change a broken marketplace in which swipe fees are set," NRA President and Chief Executive Dawn Sweeney said in a statement.

NRA's board of directors unanimously voted to throw the trade group's weight behind the opposition amassing against the settlement, the group said. While the group has been pushing for reforms that would bring transparency to the interchange system and help lower costs for restaurants, the proposed settlement accomplishes neither, it said.

The antitrust settlement was announced in July and requires the approval of U.S. District Judge John Gleeson in Brooklyn, New York, a process that could stretch well into 2013. If it does receive approval, the settlement would be the largest of its kind in U.S. history, resolving a seven-year-old lawsuit accusing Visa and MasterCard of conspiring with major banks to artificially inflate swipe fees.

Under the proposed deal, the credit card companies and banks have offered to pay $6 billion and to temporarily reduce swipe fees, also known as interchange fees, to save stores about $1.2 billion over an eight-month period.

While the settlement has won approval from grocers like Kroger Co and Safeway Inc, it is being fought by heavyweights like the National Retail Federation (NRF), retailer Wal-Mart Stores Inc, global coffee chain Starbucks Corp and a variety of other industry groups representing everything from truck stop operators and convenience stores to pharmacies to smaller supermarkets.

In its statement earlier this month, the NRF called the deal "a lose-lose-lose for merchants, consumers and competition," and said the deal would allow swipe fees, the amount paid to process credit and debit card transactions, to rise unchecked.

Opponents of the settlement say the $7.2 billion is a small amount of compensation for the billions of dollars they pay each year in interchange fees.

"If you're going to opt in to the class, you can be bound by the terms. But, if you are not going to opt in to the class, you should not be," Scott DeFife, NRA's executive vice president for policy and government affairs, told Reuters.

The credit card companies and lead lawyers appointed by the court to represent stores say they are confident that the settlement will receive the court's approval. Trish Wexler, spokeswoman for the Electronic Payments Coalition, which represents Visa and Mastercard, said the NRA had a hand in the settlement process and is now just trying to "go back for seconds."

"Instead of accepting the benefits of the settlement, these groups want even more, and will clearly never be satisfied," Wexler said.

The groups are due back in court Thursday for a status conference. The case is In re Payment Interchange Fee and Merchant Discount Antitrust Litigation, in the U.S. District Court for the Eastern District of New York, No. 05-1720.

Naked mole-rats evolved to thrive in an acidic environment that other mammals, including humans, would find intolerable. Researchers at the University of Illinois at Chicago report new findings as to how these rodents have adapted to this environment.

The study was published online this week on PLOS ONE.

In the tightly crowded burrows of the African naked mole-rats' world, carbon dioxide builds up to levels that would be toxic for other mammals, and the air becomes highly acidic. These animals freely tolerate these unpleasant conditions, says Thomas Park, professor of biological sciences at UIC and principal investigator of the study -- which may offer clues to relieving pain in other animals and humans.

Much of the lingering pain of an injury, for example, is caused by acidification of the injured tissue, Park said.

"Acidification is an unavoidable side-effect of injury," he said. "Studying an animal that feels no pain from an acidified environment should lead to new ways of alleviating pain in humans."

In the nose of a mammal, specialized nerve fibers are activated by acidic fumes, stimulating the trigeminal nucleus, a collection of nerves in the brainstem, which in turn elicits physiological and behavioral responses that protect the animal -- it will secrete mucus and rub its nose, for example, and withdraw or avoid the acidic fumes.

The researchers placed naked mole-rats in a system of cages in which some areas contained air with acidic fumes. The animals were allowed to roam freely, and the time they spent in each area was tracked. Their behavior was compared to laboratory rats, mice, and a closely related mole-rat species that likes to live in comfy conditions, as experimental controls.

The naked mole-rats spent as much time exposing themselves to acidic fumes as they spent in fume-free areas, Park said. Each control species avoided the fumes.

The researchers were able to quantify the physiologic response to exposure to acidic fumes by measuring a protein, c-Fos, an indirect marker of nerve activity that is often expressed when nerve cells fire. In naked mole-rats, no such activity was found in the trigeminal nucleus when stimulated. In rats and mice, however, the trigeminal nucleus was highly activated.

The naked mole-rats' tolerance of acidic fumes is consistent with their adaptation to living underground in chronically acidic conditions, Park said.

(AP) ? Christian Ponder didn't flinch, even against that swarming San Francisco defense. Minnesota's quarterback has come a long way from his rough rookie season.

Ponder threw two touchdown passes to tight end Kyle Rudolph and ran for another score to help the Vikings hand the 49ers their first defeat, 24-13 on Sunday.

After a dominant start to their NFC North tour by decisively beating playoff teams Green Bay and Detroit, the 49ers (2-1) were beaten in every way by the team least likely to do so.

The Vikings (2-1) began the game boldly with a fourth-and-goal touchdown pass by Ponder to his favorite target Rudolph. They finished strong by forcing three turnovers and two punts by the 49ers in the fourth quarter.

Playing against his former team in the regular season for the first time, Randy Moss had a quiet afternoon with three catches for 27 yards. Frank Gore managed only 63 yards on 12 carries, and Alex Smith's franchise-record interception-free streak ended at 249 straight passes when Vikings rookie Josh Robinson picked him off. Toby Gerhart lost two fumbles for Minnesota in the fourth quarter, and it didn't even matter.

This bad game grew worse for the 49ers when star linebacker Patrick Willis walked gingerly off the field with assistance with an apparent injury to his right leg. Smith finished 24 for 35 for 204 yards, plus a lost fumble on a late sack.

He found tight end Vernon Davis on consecutive passes, the second one a 1-yard play-action fake, in the third quarter to pull within 17-13. The Vikings blew 17-0 and 20-0 halftime leads last September in losing consecutive home games to Tampa Bay and Detroit.

But with one third-and-goal pass by Ponder ? Adrian Peterson was wide open next to Rudolph, who reached around Donte Whitner to corral it ? the lead was back to 11 and the Vikings were on their way to burying that painful start to last year's 3-13 record. That drive was fueled by three 49ers penalties, including two unnecessary roughness calls, one by Dashon Goldson against Rudolph.

The 49ers have had the NFL's stingiest run defense since 2009, allowing barely 3? yards per attempt, and Peterson received another grueling reminder of that. Even the holes that appeared at the line closed up in a hurry. He finished with 86 yards on 25 carries.

Ponder was up to the challenge, though. Entering the game with the league's best completion percentage, he kept up his efficiency and was especially smart on third downs and against the blitz. Ponder went 21 for 35 for 198 yards and, most importantly, no turnovers.

The Vikings went 82 yards in 16 plays to start the game, with Ponder using a lot of quick throws. Peterson was stonewalled for 1 yard on second-and-goal at the 2 and no gain on third down. But with inches to go, Ponder rolled left under pressure by Goldson and threw a floater off his back foot that Rudolph ran down in front of Aldon Smith in the corner of the end zone for a 7-0 lead. Rudolph had four catches on that drive.

The Vikings, who played without outside linebacker Erin Henderson because of a concussion, lost another starter at the end of the first quarter when free safety Mistral Raymond tried to tackle Gore. His right ankle rolled during a wince-inducing injury that sent him off on a cart in a full-leg immobilizing brace. But the Vikings held firm and forced a short field goal by David Akers. Moss was wide open at the goal line on second down, but Smith's pass was high and Moss took an awkward attempt to stretch out for it.

Ponder went 4 for 4 for 39 yards passing and took off three times for 34 yards on the next possession, including the 23-yard sprint that made it 14-3 Minnesota. Accelerating off a cut inside the 10, perhaps reminding all the 49ers fans inside of their old favorite Steve Young, Ponder dived across the goal line for the final yard. He picked up the ball and began his celebration with an animated point at the cheering fans in the nearest seats.

Then, to finish off Minnesota's overall dominance of the first half, Letroy Guion blocked a 43-yard attempt by Akers, his first miss of the season. Ponder moved the Vikings close enough for rookie Blair Walsh to make a 52-yard field goal that stretched the lead to two touchdowns.

US, EU approve Universal takeover of EMI

BRUSSELS (AP) ? Universal Music Group won approval Friday from American and European regulators to buy the famed British music company EMI, including the hugely lucrative Beatles catalogue. The deal will extend its lead as the world's largest producer of recorded music.

But the EU imposed stringent restrictions and is forcing Universal to sell some of EMI's biggest acts, including Coldplay, David Guetta and Pink Floyd.

The concessions were a bitter pill for Universal, which will pay $1.9 billion for the entire package. It will then have to turn around and sell the rights to many of the artists it acquired. It will hold an auction, hoping to raise hundreds of millions of dollars in a process expected to take another six to nine months to complete. Already 22 bidders have lined up to buy those assets, including the No. 2 and No. 3 music groups, Sony Music and Warner Music Group, according to a person familiar with the matter who declined to be identified because the process is confidential.

Universal CEO Lucian Grainge said that despite the concessions, the deal first announced last November still made sense.

"We would have preferred not to have made the level of divestments we ended up agreeing to. But that was then, this is now," he said in a phone interview from Los Angeles. "We think we've got something that is compelling creatively, compelling financially and compelling strategically."

Among EMI's assets that must go is Parlophone, home to those three acts as well as Kylie Minogue and David Bowie. The Beatles, which is part of Parlophone, was exempted.

Universal will also have to sell EMI's classical music divisions, its French and other local branches and labels that are home to Depeche Mode and The Ramones.

The U.S. Federal Trade Commission said that the Universal and EMI businesses were different enough from each other that the deal wasn't anti-competitive. It added that it didn't see the need to impose the same conditions on the deal as European regulators because of the differences between the U.S. and European markets.

EU Competition Commissioner Joaquin Almunia said that the fact that the companies involved trade in music made the case a particularly emotional one.

"This has been one of the most difficult discussions in my life as commissioner for competition because of ... the existence not only of an industry ? we are used to dealing with mergers between companies in very different sectors ? but the existence of a cultural dimension," said Almunia.

The FTC's decision was the last hurdle for Universal, which already represents Jay-Z, Nirvana and U2.

Universal's rivals, like Warner Music and small independent labels, had strongly protested the deal, saying it could squeeze out other players. Now many will be lined up in a bid to purchase the rights to artists that will be auctioned to offset Universal's even bigger share of the market.

"This decision has finally put a freeze on Universal's ability to expand further," Helen Smith, executive chair of Impala, an industry group for independent labels, said in a statement Friday. "However, this decision nonetheless reinforces what is already a powerful duopoly."

The Universal deal is one part of the breakup of EMI. Regulators have already allowed a group led by Sony Corp. to buy EMI's music publishing arm for $2.2 billion.

Once the Universal deal goes through, its average market share in European countries will be less than 40 percent after the asset sales, Almunia said.

Simon Dyson, the editor of Music & Copyright, an industry newsletter, said it appeared Universal's global market share would rise from around 29 percent to 34.5 percent ? but that because the company was already such a big player, the acquisition was unlikely to drastically change the industry.

"A digital music service can't launch without a company that's got one-third of the world's music, but it also can't launch without a company that has one-quarter," he said. "I genuinely don't see this as big a deal as some of the critics."

Bill Werde, editorial director of music industry magazine Billboard, also favored the deal, saying that recording companies needed to merge to gain power in negotiations with giant technology companies now selling their music.

"These record companies are tiny, tiny companies compared to the players now getting into music: Facebook, Apple, Amazon and Google," Werde said. "I do think it's good that there's a couple of really powerful recorded music companies that hold leverage in terms of the value of music."

Still, the deal will reduce the number of major record labels to three from four.

Almunia said that was a concern for European regulators, and they are trying to remedy it by insisting that Universal sell about two-thirds of the assets they're getting rid of to one buyer, in the hopes of creating another significant player in the music business, even if it won't be as large as the old EMI ? which was already the smallest of the four "majors."

He hinted that the EU wouldn't want to see either Warner or Sony be the buyer of that chunk, although he said that it was up to Universal to decide whom they wanted to sell to.

Universal, a unit of Vivendi SA, will have to shed assets that account for 30 percent of EMI's $1.73 billion in annual revenue and the same proportion of its $275 million in annual operating profit, according to another person familiar with the matter who declined to be identified speaking about private financial matters.

Grainge said Universal still hopes to save around $163 million per year by cutting costs. Many cost cuts will likely come by laying off people in jobs that will become redundant in a merged organization.

Vivendi shares rose 2.8 percent to close at 15.69 euros ($20.43) on Friday after the deal was announced.

The company noted that it is acquiring several iconic artists such as Katy Perry, Robbie Williams, Lady Antebellum, Norah Jones ? and particularly the Beatles collection. Almunia said the British sensation's songs were exempted from the Parlophone sale because companies themselves proposed asset sales in competition negotiations. The regulator can only then approve or deny the proposal; it does not make its own recommendations for what should be sold off.

Dyson agreed that, even with the asset sales, Universal did pretty well.

"They've got arguably the two biggest bands in history ? the Beatles and the Rolling Stones," he said. "That's nothing to sniff at."

In other words, cosmetic surgery is trending toward being a ?package deal? for the whole person.

As far as new procedures, there has been a great deal of change and progress in the use of ?injectables,? and not just the famous Botox injections for wrinkle elimination. Various kinds of injectables have been developed to sculpt the human body in various ways and in various places. Used as part of an overall rejuvenation or reconstruction plan, along with other ever-advancing procedures like dermabrasion and cosmetic laser surgery, injectables have become an important part of the plastic surgeon?s toolkit.

Other technologies and procedures are continually evolving. Newer, more powerful and more accurate lasers are being developed and manufactured all the time, and advances in many medical fields?metallurgy, anesthesia, antibiotics, etc.?are rapidly adopted where needed by cosmetic surgeons.

Cosmetic Laser Surgery: Right For You?

Another major trend is that doctors are now performing cosmetic laser surgery and other procedures outside of the hospital atmosphere. Some plastic surgeons have their own outpatient surgery facilities, while others band together to form partnerships for this purpose. Procedures have become safer with advances in medical technology and doctors have learned to reduce complications to a fraction of a percent of all procedures.

This trend toward outpatient procedures has some very powerful unseen advantages. Leaving the hospital out of the equation has numerous benefits, beginning with an economic one.

It is far less expensive for the patient, who may have to consider cosmetic surgery financing options if unable to pay up front, if there is no hospital stay. In addition, the presence of antibiotic-resistant infections in hospitals is a good reason to avoid them if at all possible.

One other recent trend has been the good press that cosmetic surgery has been getting, compared to the negative portrayals of yesteryear and the casting of patients as ?victims.? In fact, some doctors point to the television series ?Extreme Makeover? as a reflection of a new appreciation for cosmetic surgery. The fact that the program also shows ?everyday people? having these procedures, not just the Ivana Trumps of the world, is an indication of how cosmetic laser surgery and other life-enhancing procedures are considered not only acceptable, but affordable, as well.

Civil engineers destroy test levee in the Netherlands

ScienceDaily (Sep. 20, 2012) ? Civil engineers from Rensselaer Polytechnic Institute were part of an international research team that collapsed a full-scale dike this week in the Netherlands. The test dike was embedded with advanced sensors and traditional measurement instruments, and results of the study are expected to help validate powerful new technologies for monitoring the health of aging flood-control infrastructure.

The dike was situated in a specially constructed basin, which the researchers filled with water. The slow addition of water into the basin increased the pressure on the dike. Water forced its way into the dike, and eventually softened the bottom of the dike and shifted the earth underneath, prompting the overall structure to collapse. The study was led by Dutch research institute Deltares, in partnership with Rensselaer and 14 other companies and universities from around the world. It was the research team's third full-scale levee test collapse this summer. The full results of the tests will be presented at the Flood Risk Conference in November 2012 in Rotterdam, the Netherlands.

"The failure of flood-control infrastructure is very real, and can lead to catastrophic flooding as we unfortunately witnessed in 2005 during Hurricane Katrina," said Tarek Abdoun, associate dean for research and graduate programs in the School of Engineering and the Judith and Thomas Iovino '73 Career Development Professor in the Department of Civil and Environmental Engineering at Rensselaer. "A large-scale test like this can help supply us with invaluable data to inform and validate our efforts to create a long-term, real-time monitoring system that can assess the health of levees and help identify the vulnerability of levee or dam sections before they fail."

Rensselaer Research Assistant Professor Victoria Gene Bennett and Associate Professor Mourad Zeghal are collaborating on the project with Abdoun. Their participation in the Deltares project was funded as part of a three-year grant from the U.S. Department of Homeland Security's Science and Technology Directorate. Abdoun, Bennett, and Zeghal are faculty members of the Rensselaer Center for Earthquake Engineering Simulation (CEES), which is a part of the George E. Brown, Jr. Network for Earthquake Engineering Simulation (NEES) Program of the National Science Foundation.

The collapsed dike was fit with a large number of different sensors, including SAPP (shape-acceleration-pore pressure) arrays that were developed through a partnership between Rensselaer and industrial collaborator Measurand. SAPP sensor arrays are designed to be installed into the ground, beneath and around levees and dams. The cost-effective arrays accurately measure soil deformation, vibration, and pore pressure at critical points of a flood-control system.

These SAPP arrays are a critical part of an ongoing Rensselaer-led research project to create an integrated suite of technologies and methods for ensuring the reliability and safety of flood-control infrastructure. The project, funded by the U.S. National Institute of Standards and Technology's Technology Innovation Program, pairs SAPP measurements with GPS and InSAR, or satellite-based interferometric synthetic aperture radar measurements. Accurate down to the millimeter, InSAR captures and analyzes high-resolution satellite images of levees and dams, and measures how far these structures have shifted or sunk due to environmental changes such as rain, floods, tremors, or even aging. To bridge the gap between InSAR satellite data and below-ground SAPP measurements, the researchers will augment the framework with a network of high-resolution GPS sensors to track the physical movement of structures and the ground surface.

"Through our joint venture partnership with Geocomp Corp., a dense grid of instruments including SAPPs, GPS, and radar reflectors has been installed at the London Ave. Canal in New Orleans. The real-time data collected from this site, and others in the New Orleans area, will make performance information available during this and upcoming hurricane seasons, in addition to providing calibration data for health assessment algorithms," Bennett said. Led by Zeghal, this project is a collaboration with Bennett, Abdoun, and Birsen Yazici, professor in the Department of Electrical, Computer, and Systems Engineering and the Department of Biomedical Engineering at Rensselaer.

Data collected from the SAPP, InSAR, and GPS systems are integrated into an automated "smart network" that provides a long-term continuous assessment of the health of levee systems from both underground and aerial perspectives. In the case of a levee failure, data collected by the automated monitoring system will be used to organize a quick emergency response to repair levees and minimize the extent of flooding. Collected data is also being paired with computational simulation techniques to build accurate, predictive models of how different levees will react to different environmental conditions. These models help inform plans to mitigate levee damage and respond to disasters, and provide quantitative assessments that will better allow federal and local governments to prioritize where infrastructure repairs are most needed.

In the United States, the national flood-control infrastructure is aging and its structural health is deteriorating, Abdoun said. The system is composed of more than 5,600 km of levees, and 43 percent of the U.S. population lives in counties with levees designed to provide some level of protection from flooding. Some of these levees are as old as 150 years. In 2009, the American Society of Civil Engineers Report Card for America's Infrastructure gave the condition of the nation's dams a grade of D, and levees a grade of D-minus.
