Mayor says NYC Marathon to go on in wake of Sandy

NEW YORK (AP) ? The New York City Marathon is a go for Sunday, and while logistical questions persist one thing is certain: The 26-mile route will have a disaster for a backdrop.

And a debate.

"I think some people said you shouldn't run the marathon," Mayor Michael Bloomberg said at a news briefing Wednesday. "There's an awful lot of small businesses that depend on these people. We have to have an economy. There's lots of people that have come here. It's a great event for New York, and I think for those who were lost, you've got to believe they would want us to have an economy and have a city go on for those that they left behind."

Race organizers were still trying to assess how widespread damage from Superstorm Sandy might affect plans, including getting runners into the city and transporting them to the start line on Staten Island. Easing their worries a bit was news that 14 of the city's 23 subway lines were expected to be operating by Thursday morning - though none below 34th Street, an area that includes the terminal for the ferries that go to the island.

And there were runners like Josh Maio who felt torn about whether the race should go on.

"It pulls resources and focus away from people in need," said Maio, who dropped out due to an injury but is coaching about 75 runners.

He agrees the race is a boost to local businesses hurt by the storm ? it brings an estimated $340 million to the city. But he is uncomfortable with devoting so much to an "extracurricular" event.

Top American Meb Keflezighi, the 2009 men's champion, regards the marathon as "something positive ... because it will be motivation to say, 'Look what happened, and we'll put on the race, and we'll give them a good show.'"

New York Road Runners President Mary Wittenberg said organizers planned to use more private contractors than past years to reduce the strain on city services. Many people have offered to work as volunteers and could fill in gaps, and many runners and fans plan to raise money to help victims of the storm.

She compared this year's race to the 2001 marathon, held seven weeks after the Sept. 11 terrorist attacks, as a way to inspire residents and show the world the city's resilience.

Jonathan Cane ran in that race, working for the police department at the time as a fitness instructor, and it was "an amazing experience." But like Maio, he had mixed feelings about holding this year's marathon.

"I think if they do pull it off, the city will get behind it," said Cane, who is coaching more than 200 runners signed up for the race. "It's already a unique event, and this will make it more so."

Wittenberg expects the field will be smaller than the 47,500 who ran last year because some entrants can't make it to New York, but said so far organizers had received no more cancellations than normal. New York's three major airports were expected to be open Thursday morning with limited flights, leaving the nearly 30,000 out-of-town runners with hope that they can fly in but no guarantees.

Race organizers were rescheduling the elite runners' flights to get them into New York on schedule, with many rerouted to Boston. Number pickup for entrants is scheduled to open Thursday morning at the Javits Center.

Meanwhile, traffic choked city streets as residents tried to return to work and limited commuter rail service resumed. Utilities say it could be days before power is fully restored in the city and on Long Island.

The course mostly avoids areas hit hardest by flooding. Getting everyone to the start on Staten Island could be the biggest challenge if two usual methods ? the ferry and Brooklyn-Battery Tunnel ? are still closed. Organizers are working on contingency plans.

Runners always had to rise in the wee hours of the morning to make it to the start in time, and now they may need to get going even earlier.

Once under way, runners will cross the Verrazano-Narrows Bridge into Brooklyn. The route then winds through the borough and over the Pulaski Bridge into Queens. The Queensboro Bridge will bring the runners into Manhattan's East Side. After a brief swing through the Bronx, they finish in Central Park, which was closed Wednesday. Some 250 mature trees inside the park were felled by the storm.

The 43rd edition of the marathon is set to include three Olympic medalists and the reigning women's world champion.

Kenya's Wilson Kipsang won bronze in the Olympic men's marathon. His challengers include 2011 Chicago Marathon champ Moses Mosop of Kenya and 2010 New York winner Gebre Gebremariam of Ethiopia.

Ethiopia's Tiki Gelana won gold and Russia's Tatyana Arkhipova was third in the women's race in London. Edna Kiplagat of Kenya won a world title a year earlier.

"Already what we're hearing from people is we went through the 9/11 marathon, and there was never a more moving marathon, and what that marathon did was it unified this city and brought people back to the streets for the first time in weeks," Wittenberg said. "What was most striking about that marathon to me was it was not about running and it wasn't about the runners. It was about the city. And on that day, instead of the fans being there for the runners, the runners were there for the city. And this marathon already has that same feeling."

Noida (India), 24 oct (EFE).- El duelo entre el alem?n Sebastian Vettel (Red Bull-Renault) y el espa?ol Fernando Alonso (Ferrari) por el Mundial de F?rmula Uno llega al rojo vivo al Gran Premio de la India, que se disputa este fin de semana, pues a falta de cuatro carreras solo les separan seis puntos.

En el circuito internacional de Buddh el bicampe?n mundial espa?ol tratar? de recuperar el liderato que le arrebat? Vettel en el pasado Gran Premio de Corea y que Alonso hab?a ocupado durante ocho carreras consecutivas tras auparse a ?l con su triunfo en Valencia.

Vettel, vigente campe?n del mundo, viene disparado despu?s de tres victorias seguidas -Singapur, Jap?n y Corea-, mientras que el espa?ol acab? tercero en Yeongam y Marina Bay y tuvo que abandonar en Suzuka, lo que ha tensado la puja por la corona.

Ahora Alonso, campe?n en 2005 y 2006, deber? sacar su mejor repertorio al volante en el joven circuito indio, que repite tras su debut del a?o pasado, si no quiere perder el hilo del alem?n.

Pero el espa?ol no lo tendr? f?cil en la India, donde en 2011 el piloto de Red Bull, pese a llegar ya con el t?tulo bajo el brazo, consigui? la ?pole? y la victoria sin perder el liderato en toda la carrera, mientras que el asturiano cruz? la meta en tercer lugar.

El circuito de Buddh es la pen?ltima pista que se ha agregado al Mundial -este a?o se inaugurar? el Gran Premio de EEUU, en Austin- y se encuentra en la localidad de Noida, a unos 50 kil?metros de la capital india, Nueva Delhi.

Se trata de un circuito r?pido y largo (5.137 metros), con zonas de notables cambios de rasante y con combinaci?n de curvas, en el que habr? adem?s dos ?reas de DRS y fases con una anchura de hasta 20 metros, lo que aumentar? las oportunidades de adelantar.

La falta de rodaje en el circuito lo convierten en uno de los m?s peligrosos del calendario, pues la suciedad de la pista limita la adherencia de los neum?ticos y hace que, como han declarado algunos corredores, se convierta ?en una pista de hielo?.

M?s all? de la lucha entre Vettel y Alonso -que tienen un colch?n de 48 y 42 puntos respectivamente con su m?s inmediato perseguidor, el finland?s de Lotus Kimi Raikkonen- la cita india podr?a casi sentenciar el t?tulo de constructores en favor de Red Bull.

La escuder?a de las bebidas energ?ticas aventaja en 77 puntos a Ferrari y un buen resultado en el gigante asi?tico dejar?a casi todo el pescado vendido a falta de tres carreras -Abu Dabi, Estados Unidos y Brasil- para cerrar el campeonato.

NASA sees active region on the sun emit another flare

ScienceDaily (Oct. 23, 2012) ? The sun emitted a significant solar flare on Oct. 22, 2012, peaking at 11:17 p.m. EDT. The flare came from an active region on the left side of the sun that has been numbered AR 1598, which has already been the source of a number of weaker flares. This flare was classified as an X1.8-class flare.

"X-class" denotes the most intense flares, while the number provides more information about its strength. An X2 is twice as intense as an X1, an X3 is three times as intense, and on. An X-class flare of this intensity can cause degradation or blackouts of radio communications for about an hour.

Solar flares are powerful bursts of radiation. Harmful radiation from a flare cannot pass through Earth's atmosphere to physically affect humans on the ground, however -- when intense enough -- they can disturb the atmosphere in the layer where GPS and communications signals travel. This can disrupt radio signals for anywhere from minutes to hours.

The National Oceanic and Atmospheric Association, which is the United States government's official source for space weather forecasts and alerts, categorized the radio blackout associated with this flare as an R3, on a scale from R1 to R5. It has since subsided.

Increased numbers of flares are quite common at the moment, since the sun's normal 11-year activity cycle is ramping up toward solar maximum, which is expected in 2013. Humans have tracked this solar cycle continuously since it was discovered in 1843, and it is normal for there to be many flares a day during the sun's peak activity. The first X-class flare of the current solar cycle occurred on Feb. 15, 2011 and there have been 15 X-class flares total in this cycle, including this one. The largest X-class flare in this cycle was an X6.9 on Aug. 9, 2011. This is the 7th X-class flare in 2012 with the largest being an X5.4 flare on March 7.

This flare did not have an associated Earth-directed coronal mass ejection (CME), another solar phenomenon that can send solar particles into space and affect electronic systems in satellites and on Earth.

Our "Baby" Talk-

The other day, Brennan woke up from his nap a little too early and was crying and whining in his room.? I went in to calm him down and try to get him to go back to sleep.? I crawled into his little toddler bed and snuggled him close.? Our conversation went something like this-

Me: Oh, Brennan.? I love you so much.? You're such a nice guy.

Brennan: And you have a baby in your tummy.

Me: What??

Brennan: You have a baby in your tummy!

Me:? If you say so.? But I sure hope not!? You must really like Bryleigh if you want me to have another baby in my tummy.? Do you want another baby?

Brennan: Yes.

Later on, when Ryan got home, I told Brennan to tell him what he thinks is in my tummy.? Brennan excitedly told Ryan the story.

Ryan: What's in Mama's tummy?

Brennan: There's a baby in Mama's tummy!.... Actually, there's two babies!

Ryan: This just gets better and better!

FYI- THERE IS NO BABY IN MY TUMMY!? I AM ABOUT 99% SURE!

Lately, we've been working hard on getting Brennan to drink milk from a cup.? He is still hooked on the bottle, but we have successfully taken it away at nap time and replaced it with a cup (which he reluctantly drinks from with lots of prodding) so that he only has morning and night bottles now.? Yesterday, before his nap, we talked about milk.

Me: Brennan, take another sip of your milk.? Remember, milk is good for your body and you need it!

Brennan: Yeah!? It makes me big and strong (shows his muscles) and then I'll get bones!

Cool.? I would have guess he already had a few of those.

Over at Samuel Lynne Galleries in the Design District, more than 200 items were up for auction at the Purses With A Purpose event Tuesday, benefiting Consumer Credit Counseling Service of Greater Dallas. Among them: beautiful bags by Beijo, Gianni Bernini, Anne Klein and Michael Kors.

In addition to the purses were jewelry and services, as well as a wine pull.

Since it was filled to the gills with females, it was only appropriate that Pinky?s, the all-gal valet service, was hustling vehicles. And hustle they were. The doors had hardly opened and the lineup at the check-in was backed up all the way.

Under the direction of Kathaleen Bauer, chair of the volunteer host committee, the third annual Purses event aimed to raise $80,000, up from about $65,000 in 2011 and $34,000 the year before. The proceeds go toward CCCS?s community outreach and financial-education efforts for low-income women.

There?s no doubt there?s a need. CCCS served 73,000 clients last year, two-thirds of them women. Many have been struggling with long-term unemployment, mortgage delinquencies or home foreclosures in the wake of the Great Recession. One CCCS client is 62-year-old Sherry Maffia, who was interviewed in front of at least 150 Purses guests by NBC 5 morning anchor Deborah Ferguson.

Maffia, an administrative assistant who lives in Carrollton, said she?s been working to pay off $15,000 in debt she incurred over five years. She wasn?t out spending lavishly, but trying to pay off her mother?s funeral bill and take care of a mentally-disabled brother, among other things. Thanks to the help of CCCS counselors, Maffia said, she should be debt-free by December.

Sherry?s story was also making headlines nationally that night, as she was the subject of a TV report by CBS?s Scott Pelley.

Cat Financial Announces Third-Quarter 2012 Results

Cat Financial reported third-quarter 2012 revenues of $678 million, an increase of $10 million, or 1 percent, compared with the third quarter of 2011. Third-quarter 2012 profit after tax was $109 million, a $16 million, or 17 percent, increase from the third quarter of 2011.

The increase in revenues was primarily due to a $63 million favorable impact from higher average earning assets (finance receivables and operating leases at constant rates), partially offset by a $44 million unfavorable impact from lower average financing rates on new and existing finance receivables and operating leases and a $9 million unfavorable impact from gains/losses on returned or repossessed equipment.

Profit before income taxes was $153 million for the third quarter of 2012, compared to $126 million for the third quarter of 2011. The increase was primarily due to a $26 million favorable impact from higher average earning assets and a $14 million favorable impact from mark-to-market adjustments that were recorded on interest rate derivative contracts. These increases were partially offset by a $9 million unfavorable impact from gains/losses on returned or repossessed equipment.

The provision for income taxes in the third quarter of 2012 reflects an estimated annual tax rate of 27 percent compared to 25 percent in the third quarter of 2011.

New retail financing in the third quarter of 2012 was $3.21 billion, an increase of $565 million, or 21 percent, from the third quarter of 2011. The increase was a result of growth across all operating segments, with the largest increase occurring in our Europe and Caterpillar Power Finance operating segment.

At the end of the third quarter of 2012, past dues were 2.80 percent compared with 3.35 percent at the end of the second quarter of 2012, 2.89 percent at the end of 2011 and 3.54 percent at the end of the third quarter of 2011. All Cat Financial operating segments reported improved past dues. Write-offs, net of recoveries, were $29 million for the third quarter of 2012, down from $50 million in the third quarter of 2011.

As of September 30, 2012, Cat Financial?s allowance for credit losses totaled $404 million or 1.47 percent of net finance receivables, compared with $369 million or 1.47 percent of net finance receivables at year-end 2011. The allowance for credit losses as of September 30, 2011, was $362 million, which was 1.49 percent of net finance receivables.

Cheerleading needs sports safety rules, docs say

(AP) ? Cheerleading isn't just jumping and waving pompoms ? it has become as athletic and potentially as dangerous as a sport and should be designated one to improve safety, the nation's leading group of pediatricians says.

The number of cheerleaders injured each year has climbed dramatically in the last two decades. Common stunts that pose risks include tossing and flipping cheerleaders in the air and creating human pyramids that reach 15 feet high or more.

In a new policy statement released online Monday in the journal Pediatrics, the American Academy of Pediatrics says school sports associations should designate cheerleading as a sport, and make it subject to safety rules and better supervision. That would include on-site athletic trainers, limits on practice time and better qualified coaches, the academy says.

Just like other athletes, cheerleaders should be required to do conditioning exercises and undergo physical exams before joining the squad, the new policy says.

"Not everyone is fully aware of how cheerleading has evolved over the last couple of decades. It used to be just standing on the sidelines and doing cheers and maybe a few jumps," said Dr. Cynthia LaBella, a sports medicine specialist at Chicago's Lurie Children's Hospital and an author of the new policy.

But she said cheerleading often results in injuries that include severe sprains, broken arms and legs, neck injuries and concussions.

Last year, there were almost 37,000 emergency room visits for cheerleading injuries among girls aged 6 to 22, according to data from the Consumer Product Safety Commission. That's more than four times higher than in 1980, when cheerleading was tamer.

While there are still traditional cheerleading squads that support schools' athletic teams, some schools and private clubs have separate cheerleading teams that compete against other teams.

Kali Wald of Elburn, Ill., suffered a serious concussion last year during an acrobatic routine with her high school's competitive team; teammates tossed her in the air but she landed wrong twice, first on her upper back and neck, then on her head. She blacked out for several minutes.

Her father, Dave Wald, said her coaches didn't realize she was seriously injured and never called an ambulance. She still has short-term memory loss and can't attend school full-time because of dizziness, headaches and other concussion symptoms.

Kali, 18, said she believes that cheerleading should be considered a sport and made safer.

Her father agreed and said there needs to be better awareness about the rigors of cheerleading and the potential risks.

Injuries have increased as cheerleading has become more popular. Data suggest there are more than 3 million cheerleaders nationwide aged 6 and older, mostly girls. That includes about 400,000 in high school, according to data cited in the new policy.

While the overall injury rate in high school cheerleading is lower than in other girls sports, including gymnastics, soccer and field hockey, the rate of catastrophic injuries like skull fractures and paralyzing spine injuries is higher, the academy noted.

Kasey Bronstein, 14, and her sister Kori, 17, of Mahwah, N.J., both tore a knee tendon while cheerleading for a private competitive team run by their parents. They twisted their knees doing acrobatic moves while standing on the raised-up hands of their teammates. They had knee surgery last November, followed by extensive physical therapy, and have returned to cheerleading.

Both said it should be considered a sport but they also think it's already pretty safe.

"They're kind of making it too safe, taking out skills that are very exciting to do," Kori said. That includes a double flip stunt no longer allowed on her team.

Some schools and state high school sports associations already consider cheerleading a sport and require the kind of safety oversight that the academy is recommending. But many do not, said Jim Lord, executive director of the American Association of Cheerleading Coaches & Administrators. Some don't consider it a sport because not all cheerleading squads are involved in their own competitions, he said.

Lord said the academy's policy mirrors many of his group's safety recommendations for high schools and colleges.

That includes limiting the height of human pyramids in high school cheerleading to just two people. The academy also says routines that include pyramids, tumbling or tosses should not be performed on hard surfaces.

Lisa Kluchorosky, a sports medicine specialist who works with the academy and the National Athletic Trainers Association, said the new policy will help erase misconceptions that cheerleading is not very athletic.

"The statistics are compelling and you can't turn your head from that," she said.

Stocks finish flat after earnings disappoint

Updated at 4:02 p.m. ET: Stocks closed Monday flat after disappointing results from global manufacturer Caterpillar and after the S&P 500 suffered the worst one-day decline since late June on Friday.

Early gains faded after heavy-equipment maker Caterpillar and miner Freeport-McMoRan Copper & Gold Inc reported quarterly results.

Caterpillar shares dipped after the company reduced its revenue and profit outlook for 2012 and said the global economy is slowing faster than it had expected.

Freeport-McMoRan lost ground after it said third-quarter profit fell sharply, missing Wall Street estimates, due to a big drop in gold production in Indonesia.

"The early morning bounce we saw in the futures markets was really kind of a head fake," said Peter Kenny, managing director at Knight Capital in Jersey City, New Jersey.

"We had the wind taken out of our sails on Friday. I don't think many people are expecting the market to rally this morning largely because the earnings stories have been consistently disappointing, not just in terms of earnings but also in terms of guidance."

The benchmark S&P index fell 1.7 percent on Friday, the biggest daily drop since June 21, after General Electric and McDonald's, both barometers of the economy, reported disappointing earnings.

Ancestry.com Inc jumped after the company said it will be acquired by a group led by Europe-based private equity firm Permira in a $1.6 billion deal.

Peabody Energy Corp climbed after the coal miner's third-quarter profit beat analysts' expectations as improved U.S. margins and higher Australian sales volumes offset price declines.

Global apparel group VF Corp posted a bigger quarterly profit as its outdoor and action sports segment continued to do well, and margins rose.

SunTrust Banks Inc's shares fell after the company said third-quarter profit surged as the bank benefited from the accelerated sale of its shares in Coca-Cola Co that produced a pre-tax gain of $1.9 billion.

Hasbro Inc, the No. 2 U.S. toy company, reported a lower quarterly profit on Monday, hurt by a fall in sales in its boys and preschool product lines.

After the closing bell, earnings reports are expected from Yahoo Inc and Texas Instruments Inc. There are 155 S&P 500 components scheduled to report earnings this week.

According to Thomson Reuters data through Friday, of the 106 S&P 500 companies that have reported earnings, 62 percent have topped analysts' expectations, matching the average since 1994 but below the 67 percent average over the past four quarters.

Earnings are expected to fall 1.8 percent in the third quarter from a year ago.

But top-line expectations have dampened investor optimism, with 58 percent of companies having missed on revenue expectations.

Rosneft announced a two-part deal worth around $55 billion that gives British oil company BP a stake of 19.75 percent in the state-controlled Russian energy firm and two seats on the board, and offers an exit for the TNK-BP's other shareholders AAR, as well.

As other polls show tight race, Gallup stands apart

WASHINGTON (Reuters) - The election between President Barack Obama and Republican challenger Mitt Romney looks like it will be a knuckle-biter - unless you go by one of the United States' most respected public-opinion polls.

As most surveys show Obama and Romney locked in a virtual dead heat, Gallup finds that the Republican would win by a comfortable six percentage points if the election were held today.

Questions about the gap between Gallup's findings and those of other pollsters is the latest fuss this election season over polling methodology as partisan passions come to a boil in the heated final weeks before the November 6 presidential contest.

With a record of correctly predicting all but three of the 19 presidential races stretching back to 1936, Gallup is one of the most prestigious names in the business and its outlier status has other polling experts scratching their heads.

"They're just so out of kilter at the moment," said Simon Jackman, a Stanford University political science professor and author of a book on polling. "Either they're doing something really wacky or the other 18 pollsters out there are colluding, or something."

Gallup's editor in chief, Frank Newport, said he didn't know why his results didn't line up with others. Nor did he seem unnerved by the disparity.

"We try to keep our eyes on the boat and do the best job possible," he said. "We're going over some additional tweaks with our methodologists to make sure we're on top of it."

When Obama opened up a wide lead in polls last month, Republicans accused researchers of interviewing too many Democrats. Those complaints evaporated when Romney surged ahead after his strong October 3 debate performance.

Now, the Obama campaign is questioning the validity of Gallup's methods after it released a poll earlier this week that showed Romney leading among likely voters in the handful of battleground states that will decide the election.

Obama pollster Joel Benenson called the Gallup survey an "extreme outlier" and said its formula to determine likely voters created a bias against Obama supporters. "Gallup's data is once again far out of line with other public pollsters," he wrote in a memo on Monday.

Republican strategist Karl Rove pointed out on Thursday that no candidate who has ever polled more than 50 percent in the Gallup poll at this point in a presidential race has gone on to lose the election. As it happens, Gallup had Romney at 51 percent that day.

The contrast between Gallup and other major polls is stark.

As of Friday afternoon, Gallup's daily tracking poll of likely voters had Romney leading Obama by six percentage points, 51 percent to 45 percent.

The Reuters/Ipsos tracking poll, taken from a sample online, had Obama leading by three points on Friday and for much of this week. A Public Policy Polling daily survey had Obama leading by one point, Rand put him ahead by three points and Rasmussen showed the two candidates to be tied.

"Firms don't like being outliers - it causes a lot of self-doubt," said Harvard University political science professor Stephen Ansolabehere. "It's OK if you're wrong if everybody else is wrong with you. It's not OK to be wrong if you're all alone."

As to be expected in the imperfect world of polling, results from other companies are also at odds with each other. A Wall Street Journal/NBC News/Marist poll issued on Friday showed Obama ahead in the swing state of Iowa by the large margin of eight points, but a PPP poll the same day showed Romney ahead there by one point.

SWINGS IN ENTHUSIASM

There are many possible reasons for variations. Gallup's tracking poll relies on a seven-day rolling average, so it may still be registering a surge that Romney gained after his strong debate showing on October 3.

Several experts suggested that there may be something in the way the Gallup telephone survey is conducted that makes it more likely to translate a surge in enthusiasm for a candidate into an uptick in poll support, leading to wider swings in the final months before election day.

And there is a growing recognition in the industry that telephone-based surveys are becoming less reliable. As mobile phone use increases, a traditional home-phone survey will miss large chunks of the population, especially younger people.

But cell phones come with their own set of problems. Users often adopt an area code from another state and they may be less likely to answer calls from people they don't know.

Yet that might not explain any discrepancy in polls by Gallup, which now relies on an equal balance of home phones and mobile phones for its surveys.

No matter the method, polling firms weight the answers of those who respond to reflect the general composition of the U.S. voting population as a whole. If a pollster has trouble getting enough older Hispanic women, for example, the responses of those who do participate will be counted more than once. But weighting a sample too heavily can distort the results.

The next step is determining how many of those who responded will actually participate in the election.

Gallup says it determines its "likely voters" by asking whether they have voted in the past, if they know where their polling place is located, and other similar questions. The formula has been tweaked this year to take into account the increasing prevalence of early voting.

Gallup's Newport pointed out that the firm's likely-voter formula has more accurately predicted the election results than its wider poll of all registered voters going back to the 1990s and, in fact, the likely voter prediction tended to slightly favor Democratic candidates.

The process is in some respects as much art as science as each polling firm relies on a different formula to arrive at its results. And because the details of the process are proprietary, it's impossible to say what's leading to the discrepancy, several pollsters said.

"I think they're professionals at Gallup and they're trying to get things right," said Mark Blumenthal, the Huffington Post's director of polling.

"Why is it so different?" he said. "The bottom line is we just don't know."

Documents add to evidence of Libya security fears

Members of Congress as well as the former Massachusetts Gov. Mitt Romney's campaign are raising new issues about the Benghazi attack and how it was reported to the public. NBC's Andrea Mitchell reports.

House Republicans stepped up criticism of President Barack Obama on Friday over the deadly Sept. 11 attack on the U.S mission in Benghazi, Libya, releasing 166 pages of unclassified documents and photos that they said show administration officials repeatedly rejected ?requests for increased security despite escalating violence ? (and) systematically decreased existing security to dangerous and ineffective levels.?

The release of the documents, which came just days before Obama and Republican Mitt Romney discuss U.S. foreign policy in their last debate before the Nov. 6 presidential election, added to the political furor over the administration?s actions preceding the late-night attack on the U.S. consulate in Benghazi, which claimed the life of U.S. Ambassador Chris Stevens and three other Americans.


Many of the documents released by House Oversight and Government Reform Committee Chairman Darrell Issa and National Security Subcommittee Chairman Jason Chaffetz had previously been made public, but others provided new evidence of growing concern about the security situation in Benghazi, and Libya in general.

One, a June 25 memo from Stevens, referred to incidents in Benghazi in which local elements attacked foreigners and specifically mentioned signs of growing al-Qaida sympathies in the city.

??(A) national security official shared his private opinion that the attacks were the work of extremists who are opposed to western influence in Libya,? Stevens wrote. ?A number of local contacts agreed, noting that Islamic extremism appears to be on the rise in eastern Libya and the al-Qaida flag has been spotted several times flying over government buildings and training facilities in Derna (a city east of Benghazi). Other contacts disagree however suggesting that the attacks could be the work of pro-Gadhafi loyalists or individuals who have been politically and financially marginalized by the (Transitional National Council)."

Another document, a cable dated Sept. 11 and sent to the State Department by U.S. Embassy personnel in Tripoli only hours before militant Islamists attacked the U.S. consulate in Benghazi, indicated that staff had growing concerns over security provided by Libyan militias.

?Host nation security support is lacking and cannot be depended on to provide a safe and secure environment for the diplomatic mission,? it said in part.

In a letter to Obama, Issa, R-Calif., and Chaffetz, R-Utah, demanded the president fully answer questions about the administration?s response to the concerns.

"The American people deserve nothing less than a full explanation from this administration about these events, including why the repeated warnings about a worsening security situation appear to have been ignored by this administration,? it said. ?Americans also deserve a complete explanation about your administration's decision to accelerate a normalized presence in Libya at what now appears to be at the cost of endangering American lives.?

The senior Democrat on the committee, Rep. Elijah E. Cummings, D-Md., issued a statement in which he accused Issa and Chaffetz of attempting to use the tragedy to score political points.

Issa's letter "completely ignores sworn testimony provided to the committee, recklessly omits contradictory information from the very same documents it quotes, irresponsibly promotes inaccurate information, and makes numerous allegations with no evidence to substantiate them," he wrote.

Separately, a senior U.S. intelligence official, who spoke with NBC News on condition of anonymity, said Friday that investigators still have not uncovered any evidence that the attack was preplanned.

"No one is ruling out the idea that some of the attackers may have aspired to attack the U.S. in Benghazi," the official said. "However, right now, there isn't any intelligence that the attackers preplanned their assault days or weeks in advance.? The bulk of available information supports the early assessment that the attackers launched their assault? opportunistically after they learned about the violence at the U.S. Embassy in Cairo. Of course, other factors may also have motivated participation in the attack."?

State Department spokesman Mark Toner also cautioned that investigators are still piecing together events that led to the attack.

"An independent board is conducting a thorough review of the assault on our post in Benghazi,? he said. ?Once we have the board's comprehensive account of what happened, findings and recommendations, we can fully address these matters."

The release of the documents came after the top Republican and Democrat on the Senate Intelligence Committee said they would continue to press the administration to explain why U.S. spy agencies and government spokesmen initially played down suspected al-Qaida links to the consulate attack.

More to Benghazi attacks than surface at debate

Immediately after the Benghazi attack, U.S. spy agencies produced conflicting reports on who was behind them, U.S. officials said. Most said extremists with possible al-Qaida ties were involved. But a few reports, which the Obama administration emphasized in public statements, said the attacks could have been spontaneous protests against a U.S.-made anti-Muslim video.

Ultimately, the office of the Director of National Intelligence, the top U.S. intelligence authority, declared that the events were a "deliberate and organized terrorist attack" carried out by "extremists" affiliated with or sympathetic to al-Qaida.

Several prominent Republicans are accusing the White House of either covering up, or bungling initial reports about the attack on the U.S. Consulate in Libya. Former Defense Secretary William Cohen joins Andrea Mitchell Reports to discuss the investigation.

On Thursday, Sen. Dianne Feinstein, D-Calif., said both intelligence and security problems may have played a role in the attack.

"There's no question but that it was a terrorist attack, there is no question but that the security was inadequate and I think that there is no question that we need to work on our intelligence," Feinstein told KCBS-TV.

Clinton refuses to assign blame for Benghazi attacks?

When asked why the U.S. government initially played down the role of Islamic militants, she said: "I think what happened was the director of intelligence, who is a very good individual, put out some speaking points on the initial intelligence assessment. I think that was possibly a mistake."

But the committee's Republican vice chairman, Sen. Saxby Chambliss of Georgia, questioned whether administration officials deliberately omitted possible references to al-Qaida involvement in talking points about the Benghazi attacks.

"Talking points distributed by the administration are nearly identical to intelligence assessments within hours of the attack, except in one important way: the intelligence judgment that the attackers had ties to al-Qaida was excluded from the public points," Chambliss said in a statement on Friday.

"The administration omitted the known links to al-Qaida at almost every opportunity ... Whether this was an intentional effort by the administration to downplay the role of terrorist groups, especially al-Qaida, is one of the many issues the Senate Intelligence Committee must examine," he said.
