(AP) ? The second major snowstorm in a week battered the nation's midsection Tuesday, dropping up to a foot or more of heavy, wet snow that strained power lines and cut electricity to more than 100,000 Midwesterners. At least three deaths were blamed on the blizzard. Gusting winds blew drifts more than 2 feet high and made driving treacherous for those who dared the morning commute.

About 105,000 homes and businesses in northwest Missouri, northeast Kansas and western Oklahoma were without power before noon as the snow weighed heavily on power lines and tree limbs. Up to 10 inches had fallen in and around Kansas City, Mo., before the snow tapered off before midday. Mayor Sly James declared a state of emergency as the city dealt with its second major snowstorm in less than a week.

Flights in and out of Kansas City International Airport began to resume Tuesday morning after many were canceled at the height of the storm, airport spokesman Joe McBride said. For a second straight week, school kids, government workers and others caught a break as most offices and buildings were closed across the region.

Area hospitals closed outpatient and urgent care centers, and the University of Missouri canceled classes for Tuesday. The Missouri Department of Transportation issued a "no travel" advisory, asking people to stay off affected highways except in case of a dire emergency. Even some of the state's own heavy-duty snow plows slid off into ditches, underlining the danger to others who were tempted to venture out.

Just west of Kansas City's Country Club Plaza in a neighborhood of aging apartment complexes, Matthew Meier found a large tree had uprooted and fallen onto the back of his 2002 Lincoln Town Car.

"I was completely sure I would find the tree trunk across the engine compartment," said Meier, 56. "But when I came outside I said, 'This doesn't look too bad at all.'"

In rural Kansas, blowing, wet snow forced truckers off the road and many had no idea when they would be able to get going again. Robert Branscecum, a trucker from Campton, Ill., hauling Wal-Mart merchandise to Dallas, had been stuck at Beto Junction near Lebo since Monday evening.

"It's hell, it's straight hell. It's snowing, blowing, drifting, everything," Branscecum said. "The cars are stuck in the parking lot. Some of the trucks that tried to leave got stuck. I'm not leaving anytime soon."

A strong low pressure system fueled the storm, which also deluged eastern Oklahoma and Texas with heavy rain and thunderstorms.

The storm knocked power out to tens of thousands of homes in Texas and Oklahoma and was blamed for the death of a two people killed in rollovers on Interstate 70 in Kansas Monday.

"We urge everyone to avoid travel and be extremely cautious if you must be on the roads," said Col. Ernest Garcia, superintendent of the Kansas Highway Patrol.

In Oklahoma, a person was killed after 15 inches of snow brought down part of a roof in the northwest town of Woodward. Heavy snow caused roofs to cave in at businesses in Belton and Warrensburg, Mo., where 13 inches of snow fell, police said.

Whiteout conditions made all roads impassable for a while on Monday in the Texas Panhandle, said Paul Braun, a spokesman for the Texas Department of Transportation. A hurricane-force gust of 75 mph was recorded at the Amarillo, Texas, airport. The city saw the biggest snowfall total in Texas with 17 inches.

Schools and major highways in the Texas Panhandle remained closed for a second day Tuesday. Interstate 27 reopened between snow-hammered Amarillo and Lubbock, about 120 miles to the south, but units with the Texas National Guard were still working to clear Interstate 40 from the Oklahoma border to the New Mexico state line. The interstate is open within Amarillo's city limits.

The second major storm in as many weeks sent locals scurrying for their shovels, frustrated and annoyed that one huge blizzard could so closely follow another.

Climate scientists can't say that man-made global warming is the cause of such individual extreme weather events, but they say that climate change in general makes them more likely because of what it does to the thermodynamics of the air and water. Warmer air in general holds more moisture and when temperatures dance around the freezing mark ? cold enough to fall as snow, but warm enough to hold lots of moisture ? the storms dump more snow, especially if part of the storm system has been over unusually warm ocean water.

Since 1960, much of the United States has had twice as many extreme snowstorms as it had in the 60 years before, according to a new study by top scientists that will soon appear in the Bulletin of the American Meteorological Society. But global warming is also shortening the snow season, dramatically reducing spring snow in the Northern Hemisphere, the Global Snow Lab at Rutgers University found.

"These storms didn't just occur in a vacuum. They are fueled by record amounts of moisture in the atmosphere," Pennsylvania State University climate scientist Michael Mann said in an email Tuesday. "What is happening is that these storms are feeding on unusually warm oceans, including the 'noreaster 'Nemo' which fed off record warm sea surface temperatures off the U.S. East Coast, and the Midwestern storm now brewing, which is feeding on very warm Gulf of Mexico ocean surface temperatures."

Mann said the unusual warmth and moisture combine with cold air dipping down from the Arctic to produce heavy snow. He said some computer weather models predict the Midwestern storm may break a record for low-pressure, which is how meteorologists measure the strength of a storm.

The back-to-back storms have raised hopes that the moisture might ease the drought conditions that have gripped the Midwest for more than a year. The snowpack now resting on the plains will help, but it's no drought-buster, experts say.

"If we get one more storm like this with widespread 2 inches of moisture, we will continue to chip away at the drought, but to claim the drought is over or ending is way too premature," said meteorologist Mike Umscheid of the National Weather Service office in Dodge City, Kan.

Boeing gave U.S. aviation regulators?on Friday Feb. 22 its plan to fix the volatile battery aboard its new 787 Dreamliner, even though investigators have not yet determined what caused the batteries to overheat on two planes last month.

Boeing did not propose abandoning the lithium-ion batteries and is not working on a backup or longer-term fix for the problem that has grounded its entire fleet of 50 Dreamliners for nearly five weeks, three sources familiar with the plan said.

The company and the U.S. Federal Aviation Administration said no firm result emerged from the meeting between Deputy Transportation Secretary John Porcari, FAA Administrator Michael Huerta and other FAA officials and Boeing Commercial Airplanes CEO Ray Conner and other senior Boeing executives in Washington.

With Boeing?s costs mounting by millions of dollars a day while the planes are on the ground, the FAA said it is ?reviewing a Boeing proposal and will analyze it closely. The safety of the flying public is our top priority and we won?t allow the 787 to return to commercial service until we?re confident that any proposed solution has addressed the battery failure risks.?

Boeing declined to comment on the details of its proposal, but said the meeting with the FAA was productive.

The proposal to the FAA includes measures to address a range of possible causes of short-circuits in the batteries, the sources said.

Five weeks ago, U.S. authorities grounded the worldwide fleet of 787s. U.S., Japanese and French investigators are still not certain what caused the battery fire aboard an All Nippon Airways 787 in Boston and an overheated, smoking battery on a Japan Airlines 787 in Japan.

The proposed fix includes adding ceramic insulation between the cells of the battery to help keep cells cool and prevent a ?thermal runaway? in which one cell overheats and triggers overheating in adjacent cells. It also includes building a stronger, larger stainless steel box with a venting tube to contain a fire and expel fumes outside the aircraft should a battery catch fire again, the sources said. In addition, the plan proposed wiring changes, self-torquing screws that will not come loose and battery alterations to prevent moisture and vibration problems, one of the sources said.

But there was also a plan to use a different battery type or some other longer-term fix, the sources said.

?I have talked to a number of people who are working directly on these batteries. No one is on the Plan-B team,? said a person familiar with Boeing?s efforts who was not authorized to speak publicly about them.

A second source, who also was not authorized to speak publicly, said Boeing does not view its proposal as a temporary ?band-aid? that would be supplanted by another solution later.

Boeing spokesman Marc Birtel said in a statement: ?We are encouraged by the progress being made toward resolving the issue and returning the 787 to flight for our customers and their passengers around the world.?

Birtel reiterated that hundreds of engineers and technical experts are working ?around the clock? to return the 787 fleet to service. ?Everyone is working to get to the answer as quickly as possible and good progress is being made,? Birtel said.

Richard Aboulafia, aerospace analyst with the Teal Group in Virginia, said Boeing needed a backup plan in case the FAA did not approve its proposal reported Reuters.

After election win, Anastasiades faces Cyprus bailout quagmire

NICOSIA (Reuters) - Cypriot president-elect Nicos Anastasiades faces weeks of difficult talks with foreign lenders on a financial rescue for the island nation after sweeping to a resounding victory in a run-off election on Sunday.

Eight months of inconclusive talks on a bailout package have turned tiny Cyprus into a big headache for the euro zone, triggering fears of a financial collapse that reignites the bloc's debt crisis.

In his first comments after his victory, Anastasiades pledged to hammer out a quick deal with foreign lenders and bring Cyprus closer to Europe, in a shift from the policies of the outgoing Communist government that first sought aid from Russia before turning to the EU.

"We want Europe on our side. We will be absolutely consistent and meet our promises. Cyprus belongs to Europe," Anastasiades told jubilant supporters blowing horns. "We will restore the credibility of Cyprus in Europe and internationally. I promise you."

Anastasiades, who will be sworn in on Thursday and assume power on March 1, will have little time to celebrate.

European officials want a bailout agreed by the end of March, but the 66-year-old lawyer will first have to overcome German fears that Cyprus is a hub for Russian money laundering and worries that it will never be able to pay back its debt.

Known for his no-nonsense style and impressive access to key European policymakers like German Chancellor Angela Merkel, Anastasisades took 57.5 percent of the vote, 15 points ahead of his anti-austerity Communist-backed rival Stavros Malas.

The decisive outcome showed a clear mandate from Cypriots for an aggressive, pro-bailout approach to resolving the nation's financial quagmire, despite growing despondency over austerity measures that will have to accompany any such rescue.

Financial markets had been hoping for an Anastasiades victory to speed up a joint rescue by the European Union and International Monetary Fund before the island runs out of cash and derails the fragile confidence returning to the euro zone.

Talks to rescue Nicosia have dragged on since June, after a Greek sovereign debt restructuring saddled its banks with losses. It is expected to need up to 17 billion euros in aid - about the size of its entire economy.

Virtually all rescue options - from a bailout loan to a debt write-down or slapping losses on bank depositors - are proving unpalatable because they push Cypriot debt to unmanageable levels or risk hurting investor sentiment elsewhere in the bloc.

German misgivings about Cyprus's commitment to fighting money laundering and its strong financial ties with Russia - which has already extended a 2.5 billion euro loan to the nation - have further complicated the negotiations.

CLOSER TO EUROPE

Anastasiades takes the reins of a Mediterranean nation ravaged by its worst economic crisis in four decades, with unemployment at a record high of 15 percent. Pay cuts and tax hikes ahead of a bailout have further soured the national mood.

His most immediate task will be to appoint a finance minister who can convince Europeans to agree a swift bailout. The favorite for the post is former finance minister Michael Sarris, a respected former World Bank economist.

Anastasiades has stressed his pro-EU credentials make him more likely to seal a bailout deal than the outgoing president, who was the EU's only Communist leader.

EU Commission president Jose Manuel Barroso said he spoke to Anastasiades after the victory and assured him that the bloc was committed to helping Cyprus overcome its problems.

In a clear shift with the policies of his predecessor who objected to any links with NATO, Anastasiades said one of his first tasks would be to apply for Cypriot membership of the NATO-affiliated Partnership for Peace.

Cyprus's Communist government held NATO responsible for what it says was a conspiracy to split the island in 1974, when it was ethnically divided between Greek and Turkish Cypriots.

"We need a government with weight that can talk to (EU) partners, that is cooperative, that can be heard and do what it pledges to do," Christopher Pissarides, a Cypriot who won the Nobel prize in economics in 2010 told Reuters.

"We hadn't been doing this until now."

    More volatile weather for March

    CLEVELAND - February has certainly been an active month for weather. We've had several battles with bitter cold Arctic air. In between, we catch a break and warm up into the 40s. So far, for the month of February, temperatures have averaged 3.5 degrees BELOW normal. Snowfall is currently measuring 19 inches (+ 7.6") with still another week left in the month.

    So, why so volatile this month? Well, surface storm systems are guided along by the jet stream, or wind aloft at 18-thousand feet. It just so happens, the jet stream has been riding over the Ohio Valley and the Great Lakes all month long! In other words, if you're on the train tracks, you better expect a few trains to pass by!

    But, we've managed to avoid the BIG winter storm so far. that's because the surface low pressures have been jogging either? either just to our west, over Michigan, or just to our east, closer to the Atlantic Coast. When the low pressure passes just to our west, we get a brief shot of mild air out ahead of the storm. That's why we've seen a few rounds of rain. Storms to our east, tend to focus the heaviest snows across New York state and Pennsylvania. We'll catch some lighter snow and lake effect from those storms.

    For Northern Ohio to be the bulls eye for heavy snow, we need the low pressure to travel close to the Ohio River up to near Pittsburgh. That's puts us on the cold side of the storm and close enough to the low pressure center to get slammed by all of the snow. We usually call those Panhandle Hooks or Rocky Mountain Lows based on their point of origin.?

    For those who like the craziness of winter weather, there is some good news. The weather patterns do not appear likely to change anytime soon. That means March will likely continue sending active weather our way. In fact March will likely begin with another close storm system riding northeast into Michigan or Western Ohio. That would mean a wintry mix of rain, sleet, snow and freezing rain beginning early Tuesday morning. Ahead of this system, we could easily see another brief shot of mild air with temperatures in the 40s.

    Computer forecasts are also hinting at a blast of arctic air moving back in for the first week of March. This cold air may drop all the way south through the Carolinas. Of course, more snow will likely accompany that cold air.

    The bottom line is: there is lots more winter left. More cold. More snow. Maybe even more freezing rain. I guess Mother Nature has a way of making up for last year's warmth and lack of snow. Gee, thanks. Now, where did I put that snow shovel?

    MARANA, Arizona, Feb 23 (Reuters) - Defending champion Hunter Mahan and 2010 winner Ian Poulter set up a mouth-watering showdown in the last four of the WGC-Accenture Match Play Championship by winning their quarter-finals on Saturday.

    American Mahan triumphed 1-up after a tight match with U.S. Open winner Webb Simpson while Briton Poulter advanced with a commanding 3&2 victory over American veteran Steve Stricker on a sun-splashed afternoon at Dove Mountain.

    Sunday morning's other semi-final will be contested between American Matt Kuchar and Australian Jason Day, at 25 the youngest player left in the draw.

    Kuchar became the first player to reach the last four, beating compatriot Robert Garrigus 3&2, before Day battled past Northern Ireland's Graeme McDowell 1-up in a closely contested encounter.

    Most eyes, however, will be firmly focused on the battle between Mahan and Poulter who are both bidding to reach the Match Play final for a second time.

    Poulter will be a little fresher, having gone 4-up on 2001 Match Play champion Stricker after 12 holes before wrapping up his win by sinking a 10-foot par putt at the short 16th.

    The flamboyant Englishman, who is renowned for his matchplay grit and superb putting, went ahead for the first time at the par-three third where he sank a double-breaking 40-footer for birdie while Stricker missed his attempt from seven feet.

    "It looks like Steve is going to be going up right there, and I hole, he misses," a smiling Poulter told reporters after recording six birdies and an eagle in 16 holes.

    "And from then on I sort of took over and got myself in front. I knew I had to bring my game this afternoon to be able to match up against Steve."

    SIZZLING DISPLAY

    Stricker, who celebrated his 46th birthday on Saturday, had reached the quarter-finals with a sizzling eight-birdie display earlier in the day when he beat fellow American Scott Piercy 1-up.

    In the last quarter-final match out, Mahan and Simpson were all square after four holes before Mahan sank an 18-foot birdie putt at the par-four fifth to go 1-up.

    Simpson got back to level with a birdie at the eighth, where he struck a wedge to three feet, but Mahan again edged in front when he rolled in a 26-footer to birdie the 10th.

    Though Simpson pegged it back by sinking an eight-foot birdie putt at the par-five 13th, the match effectively turned at the short 16th where both players ended up in the left greenside bunker off the tee.

    Simpson failed to get up and down, missing a 10-footer for par, while Mahan knocked in a seven-footer to go 1-up, a lead he maintained over the next two holes.

    "Difficult match against Webb," said Mahan, who won last year's title with a 2&1 victory over Rory McIlroy in the final. "Great competitor, great player. I knew it was going to be a tough one, and it was.

    "It was really a seesaw battle. I don't think either one of us really gained too much momentum, it was so back and forth."

    Asked to assess the challenge of facing matchplay specialist Poulter in the last four, Mahan replied: "He has a great short game and he's a great putter.

    "But to me his determination and his will is his greatest strength. He's never going to think he's out of a hole.

    "The greatest challenge with him is just staying in my own game and just playing, not getting to kind of playing at his speed or anything. I just need to hit quality shots and put pressure on him that way."

    PowerbyProxi debuts wireless charging solution, aims to fully integrate it into future smartphones video

    The pathway to innovation is paved with failed attempts to produce wireless charging solutions that a) actually work and b) people genuinely want to use, but we've got yet another upstart here at Mobile World Congress willing to give it a go. PowerbyProxi's solution looks pretty similar to renditions we've seen from Fulton Innovation, but it's quick to point out the differences. The loosely-coupled method uses a bantam receiver that's "efficient enough to be integrated into the processor board of a smartphone without causing over-heating."

    While previous industry designs have resulted in longer charging times than if the device were plugged into a wall socket, PowerbyProxi's solution reportedly "provides charging at the same speed as wired charging." In fact, it claims to offer the only system that can rejuvenate up to three devices at the same time at full power. If you're wondering what working group these guys are going to side with, that much is still up in the air -- it's remaining "agnostic towards the selection of an ultimate standard" for now.

    We spoke with the company here at Mobile World Congress, and it confirmed to us that it's working with the top five major battery manufacturers, and we should see wireless AA and AAA cells "within 12 months." It wouldn't confirm how soon we'd see it in phones, tablets or laptops (yeah, it'll work in all of 'em), but it's clearly working with some of the top OEMs and hoping for the best. In the demo we witnessed, specially equipped Galaxy S III handsets charged alongside one another, even when barely clinging to the charging pad. Despite a bunch of metallic objects being heaped on the pad, it was intelligent enough to only send power to the phones, keeping gum boxes and coins cool, calm and collected.     How to suppress telemarketing calls on the iPhone

    There are few first-world problems as infuriating as spammy telemarketing calls. Sadly, carrier networks don't seem to have their interests aligned with customers enough to prevent the wasting of our voice minutes, not to mention our life minutes, and iOS doesn't make blocking calls or messages easy either. And, of course, they always seem to come in just as we're sitting down to eat, relax, or in my case, while traveling so I can get stuck paying exorbitant roaming fees as well. Luckily, developer David Smith was annoyed enough to find a work around.

    I hate getting called by telemarketers or other spammers on my iPhone. I get relatively few calls each day so when one happens it tends to attract my attention quite strongly. Things like the Do Not Call registry can help but they cannot eliminate the problem of getting these spam calls.

    Vicksburg Mayor Faces Federal Bribery Charge

    JACKSON, Miss. (AP) ? Vicksburg Mayor Paul Winfield was granted bond Thursday after being arraigned on a federal bribery charge that says he was caught in an FBI investigation while seeking a $10,000 bribe for a city contract.

    The 39-year-old Democrat wore an orange jail jumpsuit and shackles during his arraignment in U.S. District Court in Jackson. Magistrate Judge Keith Ball ordered Winfield to be released on a $10,000 unsecured bond.

    Winfield answered the judge's questions in a strong, clear voice during the brief hearing but did not address the allegations against him. He did not enter a plea.

    After the hearing, Winfield's lawyer, John Colette, said the case at this point is just an allegation made by an FBI agent at this point but it's too early to comment on the specific allegations. Colette said Winfield has no intention of resigning.

    "It's a tough situation, but I think he's handling it well," Colette said.

    Winfield is completing his first term as mayor of the historic Mississippi River city, the site of a pivotal Civil War battle. He recently qualified to seek re-election.

    The criminal complaint says a confidential FBI informant called Winfield on July 17, 2012, to discuss "pre-event disaster contracts" with the city.

    It says the two met at a Jackson restaurant the next day, and the informant asked Winfield what it would take to get the contract.

    "Winfield responded 'Ten' and held up 10 fingers, signifying $10,000," the complaint says.

    Winfield agreed to take half the money up front and the rest after the contract was awarded, according to the complaint. The complaint says the source paid Winfield $5,000 in hundred dollar bills that had been provided by the FBI.

    In August, Winfield called the informant and said he owed $4,300 in taxes and was "in a bind," the complaint said. They later met in the parking lot of a McDonald's in Natchez, where the source gave Winfield another $2,000 and promised to give him the remaining $3,000 when the contract was awarded, according to the complaint.

    Daniel McMullen, the FBI special agent in charge in Mississippi, said in a news release that Winfield was arrested Wednesday afternoon at his home. He was held overnight in the Madison County Jail in Canton.

    If convicted, Winfield could face up to 10 years in prison and a $250,000 fine.

    Lee D. Thames Jr., Vicksburg's city attorney, said Thursday that city officials were "blindsided" by Winfield's arrest and declined to comment because he said he didn't know the specific charges against the mayor.

    Winfield also is the subject of a sexual harassment lawsuit from a former city employee.

    The former employee said she had a consensual sexual relationship with the mayor but ended it when he became "physically abusive," according to the complaint filed Feb. 1, 2012.

    She said the mayor continued to make unwanted sexual advances and offered to pay her overtime that she had not earned. The lawsuit alleges Winfield retaliated when he was rejected by eliminating her position as chief of staff.

    Winfield has denied the allegations.

    The lawsuit is scheduled to go to trial Feb. 10, 2014, before U.S. District Judge David C. Bramlette.

    Winfield, a lawyer, was a partner in the firm Winfield and Moran before becoming mayor. He also served a brief time as municipal judge in Port Gibson, where he later worked as the attorney for the city. He also had served as the lawyer for the Warren County Board of Supervisors.

    Helper mayor resigns following third alleged DUI arrest

    HELPER, Carbon County Mayor Dean Armstrong made the decision to resign as mayor at a Helper City Council meeting Saturday morning following his third DUI arrest.

    Armstrong told the City Council at the 8:30 a.m. meeting that he wanted his resignation to take effect immediately. The council accepted his resignation, and expressed appreciation to Mayor Armstrong for his service.

    The former mayor wrote a letter of resignation in which he stated:

    "In light of recent events, I have determined that I can no longer adequately perform the duties of Mayor," Armstrong wrote. "Instead I will turn my focus to my family, my health, and my business. Although I am saddened by my inability to complete my term, I do feel that we have moved Helper City forward over the last several years. The people of this community are strong and it has been my honor and privilege to have served you."

    Armstrong was arrested Friday afternoon and booked into the Carbon County Jail following a minor crash on Main Street in Helper, according to Utah Highway Patrol trooper Lawrence Hopper. After the arrest, he took a breath test and remained in jail Friday night on $3,230 bail.

    Armstong, 51, has two prior convictions for drinking and driving.

    Chinese Dragon and Me

    I drew a self-portrait in today?s cartoon. All the news about Chinese hacking strikes close to home as we?ve had lots of trouble with hacker attacks on our servers, that our ISP has traced to China. I?m guessing that the Chinese junta doesn?t like American editorial cartoons much. I drew a Chinese dragon looking over my shoulder.

    I did a State Department sponsored speaking tour in China some years ago, and I told the Chinese audiences that when I draw cartoons about China I represent China with a Panda, or a dragon, or the Great Wall, or that guy standing in front of a tank in Tienanmen Square. ?The Chinese audience would always murmur and look at each other when I mentioned the tank in?Tienanmen Square, which was quite provocative for them and always stirred up the crowd. At one college I said that line and one excited college kid stood up and asked in English, ?Oh! Oh! What KIND of dragon?!? That still makes me laugh.

    EU drafts plans for offshore oil spills

    BRUSSELS, Feb. 22 (UPI) -- The European Union said it was taking a lessons-learned approach from the 2010 Gulf of Mexico oil spilt in drafting its own offshore safety rules.

    The European Union proposed legislation that would require oil and natural gas companies to submit emergency response plans and potential hazard reports before being given a license to drill offshore.

    Belgian lawmaker Ivo Belet said the European Union needs policies that reflect safety concerns that grew out of the Deepwater Horizon spill in the Gulf of Mexico.

    "Europe learned its lessons from the Deepwater Horizon catastrophe and wants to reduce the risks of offshore oil and gas drilling to a minimum," he said in a statement. "The previous directive is nearly 20 years old and does not guarantee the safety of offshore drilling operations in an adequate manner."

    Eleven rig workers died when a well blowout sparked an explosion that sank the Deepwater Horizon platform in the Gulf of Mexico. The deep-water well failure led to one of the worst offshore oil spills in history.

    BP and rig owner Transocean have agreed to pay billions of dollars to settle legal claims from the spill.

    The proposed EU legislation would require energy companies to provide evidence that have the means to cover any potential liability related to offshore oil and gas operations.

    EU members, under the proposed rules, would be called on to prepare emergency plans to respond to incidents in their territorial waters. Member states with few offshore reserves or landlocked countries need only limited provisions.

    The measure goes before an EU energy committee for a vote next month.
